20. In keeping with the Russian Federation's obligations under the 1972 London Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, the Russian Ministry of Defence has halted the dumping into the sea of radioactive waste and military hardware.

A similar provision is included in the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, 1972 (the " London Convention " ), in respect of which IMO performs the functions of the secretariat.

The Commission urges countries that have not yet done so to sign, ratify and implement the International Convention for the Prevention of Pollution from Ships (MARPOL), the Convention on the Prevention of Marine Pollution by Dumping from Ships and Aircraft (London Convention) (1972) and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (1989).
