The operative part of the resolution included a section on capacity-building in which the General Assembly, among other things, recognized the need to build the capacity of developing States to raise awareness and support the implementation of improved waste management practices, noting the particular vulnerability of small island developing States to the impact of marine pollution from land-based activities and marine debris.

It also hoped that the Global Programme of Action for the Protection of the Marine Environment from Land-based Sources, which was to be adopted at the intergovernmental conference currently under way in Washington, would receive broad support and would be implemented as soon as possible.
