The Annex on the determination of funding necessary and available for the implementation of the Convention was approved by the Council of the GEF and is scheduled for approval by the COP at its third session.

In that note the secretariat outlined the provisions of the annex to the MOU between the COP and the Council of the GEF on the determination of funding necessary and available for the implementation of the Convention as brought into effect by decision 12/CP.3.

Indeed, a vital element of the modalities for the operation of the financial mechanism - the determination of the amount of funding necessary and available to implement the Convention - has yet to be addressed in substance by the Committee.

The COP, in order to facilitate the determination in a predictable and identifiable manner of the amount of funding necessary and available for the implementation of the Convention, could communicate to the operating entity relevant information, including the following:

This is to enable the COP to contribute, together with the Council of the GEF, to the joint determination of the amount of funding necessary and available for the implementation of the Convention, as defined in the MOU between the COP and the Council of the GEF.
وذلك لتمكين مؤتمر الأطراف من الإسهام مع مجلس مرفق البيئة العالمية في التحديد المشترك لمبلغ التمويل اللازم والمتاح لتنفيذ الاتفاقية، على النحو المحدد في مذكرة التفاهم بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية.

The Committee is invited to finalize and adopt its recommendation to COP 1 on the matter including, in particular, the determination of the amount of funding necessary and available for the implementation of the Convention, as well as the process for agreeing on arrangements between the COP and the operating entity or entities.

Determining in a predictable and identifiable manner the amount of funding necessary and available for the implementation of the Convention and the conditions under which that amount shall be periodically reviewed; and

Action: The SBI may wish to consider information contained in the documents listed below, with a view to recommending a draft decision, for adoption by the COP at its tenth session, on the contribution by the COP to the joint determination, with the Council of the GEF, of the amount of funding necessary and available for the implementation of the Convention.
28- الإجراء: قد ترغب الهيئة الفرعية للتنفيذ في النظر في المعلومات الواردة في الوثيقتين المدرجتين أدناه، بغية التوصية بمشروع مقرر يعتمده مؤتمر الأطراف في دورته العاشرة، بشأن مساهمة مؤتمر الأطراف في التحديد المشترك مع مجلس مرفق البيئة العالمية لمبلغ التمويل اللازم والمتاح لتنفيذ الاتفاقية.

The assessment of the funding necessary and available for the implementation of the Convention should be comprehensive and primarily directed towards assessing total funding needs, with a view to identifying funding needed for baseline and agreed full incremental costs to enable all parties to fulfil their obligations under the Convention.

(b) To provide the principal entity with a framework and modalities for the determination in a predictable and identifiable manner of the funding necessary and available for the implementation of this Convention by Parties eligible for its assistance. Execution
