In general, these verses prohibit mockery of men or women and reject racial discrimination against persons or groups, regardless of whether such discrimination is practised by the ruler or the ruled.
وتنهي عن السخرية بين الرجال والنساء. وهي بمجملها لا تقبل التمييز العنصري ضد الأشخاص أو الجماعات سواء صدر هذا التمييز من الحاكم أو من المحكوم.

The Working Group adopted a draft Programme of Action, which was based on contributions from Member States, international and regional bodies and civil society, and took into account the Durban Declaration and Programme of Action and the general recommendations of the Committee on the Elimination of Racial Discrimination, in particular recommendation 34 on racial discrimination against people of African descent.

Attended by 62 States parties, the meeting was focused on recent improvements in working methods, including the list of themes and the resulting cost savings, the interactive dialogue, more focused concluding observations and the adoption of general recommendations No. 34 on racial discrimination against people of African descent and No. 35 on combating racist hate speech.

21. The Committee is concerned at reports of racial discrimination towards people of African origin.

1. Measures taken to give effect to the undertaking to engage in no act or practice of racial discrimination against persons, groups of persons or institutions and to ensure that all public authorities and public institutions, national and local, shall act in conformity with this obligation;
1- التدابير المتخذة لتنفيذ التعهد بعدم إتيان أي عمل أو ممارسة من أعمال أو ممارسات التمييز العنصري ضد الأشخاص أو جماعات الأشخاص أو المؤسسات، وبضمان تصرف جميع السلطات العامة والمؤسسات العامة، القومية والمحلية، وفقاً لهذا الالتزام؛

1. To give effect to the undertaking to engage in no act or practice of racial discrimination against persons, groups of persons or institutions and to ensure that all public authorities and public institutions, national and local, shall act in conformity with this obligation;

States were urged to recognize the effect of discrimination and to take appropriate measures to prevent racial discrimination against persons belonging to minorities in respect of employment, housing, social services and education and, in this context, forms of multiple discrimination should be taken into account (paras. 48 and 49).

Taking note also of general recommendation No. 34 addressing racial discrimination against people of African descent, adopted by the Committee on the Elimination of Racial Discrimination at its seventyninth session, held from 8 August to 2 September 2011,

(d) To elaborate short-, medium- and long-term proposals for the elimination of racial discrimination against people of African descent, bearing in mind the need for close collaboration with international and development institutions and the specialized agencies of the United Nations system to promote the human rights of people of African descent, inter alia through:
