Recommend that given the unique nature and differing implications of United Nations development coordination activities and certain special-purpose activities, and resulting lack of comparability, that the funding of these activities and associated costs be addressed in the context of each agency's integrated budget proposals.

The guidelines will be submitted through the Economic and Social Council to the General Assembly at its fifty-third session, in the context of the triennial policy review of operational activities for development of the United Nations.

55. Mr. Aung (Myanmar) said that the persistent insufficiency of resources for operational activities for development of the United Nations was threatening the capacity of United Nations funds and programmes to respond to the needs of developing countries.

The present report, which updates the information provided in document IDB.19/3, is submitted in compliance with the provisions of United Nations General Assembly resolutions 50/120 (para. 55) and 52/203 on the triennial policy review of operational activities for the development of the United Nations.
١ - يقدم هذا التقرير ، الذي يمثل تحديثا للمعلومات الى تلك الواردة في الوثيقة IDB.19/3 ، عملا بأحكام قراري الجمعية العامة لﻷمم المتحدة ٠٥/٠٢١ )الفقرة ٥٥( و ٢٥/٣٠٢ بشأن الاستعراض الشامل الذي يجري كل ثلاث سنوات لسياسات اﻷنشطة التنفيذية من أجل التنمية التي تضطلع بها اﻷمم المتحدة .

Assessments also found that while, in principle, the biennial support budget should only fund management functions, in practice it funded a combination of management functions, development effectiveness activities, special purpose activities and the bulk of United Nations development coordination activities.

As the third pillar of the United Nations System Chief Executives Board for Coordination (CEB), the United Nations Development Group has the main responsibility for promoting coherence and coordination of United Nations development operations at the country level and support to the resident coordinator system. The resident coordinator system is central to the functioning of the United Nations Development Group.
9 - تضطلع مجموعة الأمم المتحدة الإنمائية، بوصفها الركيزة الثالثة لمجلس المديرين التنفيذيين في منظومة الأمم المتحدة المعني بالتنسيق، بالمسؤولية الرئيسية عن تعزيز اتساق وتنسيق عمليات التنمية التي تضطلع بها الأمم المتحدة على الصعيد القطري ودعم نظام المنسقين المقيمين الذي هو عنصر محوري لأداء مجموعة الأمم المتحدة الإنمائية().

13. The final aspect was the fundamental question of funding for United Nations development activities.
١٣ - وأردف قائلا إن الجانب اﻷخير يتمثل في المسألة اﻷساسية المتعلقة بتمويل أنشطة التنمية التي تضطلع بها اﻷمم المتحدة.

Although unflagging efforts were being made to mobilize additional resources, serious consideration should be given to the proposals regarding core resources, which would guarantee a predictable, solid and sustainable financial basis for United Nations development programmes.
