Under paragraphs (c) and (d), he preferred the formulation used in articles 22 and 21, respectively, of the draft Code of Crimes against the Peace and Security of Mankind, which had been adopted by the Commission on first reading.

In paragraph 5 of its resolution 64/114 of 16 December 2009, the General Assembly drew the attention of Governments to the importance for the International Law Commission of having their comments and observations by 1 January 2011 on the draft articles and commentaries on the topic " Responsibility of international organizations " adopted on first reading by the Commission at its sixty-first session.
وفي الفقرة 5 من قرارها 64/114 المؤرخ 16 كانون الأول/ديسمبر 2009، وجهت الجمعية العامة أنظار الحكومات إلى الأهمية التي توليها لجنة القانون الدولي للحصول، في موعد أقصاه 1 كانون الثاني/يناير 2011، على تعليقاتها وملاحظاتها بشأن مشاريع المواد والشروح المتعلقة بموضوع " مسؤولية المنظمات الدولية " ، التي اعتمدتها اللجنة في القراءة الأولى في دورتها الحادية والستين.

7. Ms. Ioannou (Cyprus), speaking on the topic " Effects of armed conflicts on treaties " , said that her delegation supported the general thrust and logic of the draft articles adopted on first reading by the Commission at its sixtieth session, which reflected the principle of continuity of treaties during an armed conflict and the need to safeguard legal order and stability regardless of such hostilities.
7 - السيدة يوانو (قبرص): تكلمت عن موضوع " آثار النزاعات المسلحة على المعاهدات " فقالت إن وفدها يؤيد المضمون العام لمشاريع المواد التي اعتمدتها اللجنة في القراءة الأولى في دورتها الستين والمنطق الذي تقوم عليه هذه المشاريع التي تعكس مبدأ استمرارية المعاهدات خلال النزاع المسلح وضرورة المحافظة على النظام القانوني وعلى الاستقرار بغض النظر عن أعمال القتال.
