This report will not deal with the work of the United Nations system in countries in transition from relief to development, which has been addressed and undertaken by the United Nations Development Group (UNDG)/Executive Committee on Humanitarian Assistance (ECHA) Working Group on Transition Issues and the report of the High-level Panel on Threats, Challenges and Change.
