If the necessary input data or parameters are not available at the IPCC category level at which the problem is identified, or the problem involves more than one component of an emission or removal estimation method used by the Party, or the complexity of the methodology used does not allow replacing only the problematic component in question, more aggregate data should be used as the basis for the adjustment.
23- إذا لم يتوافر المدخل اللازم من البيانات أو البارامترات على مستوى فئة المصادر الذي يُحدده الفريق الحكومي الدولي للمشكلة، أو إذا انطوت المشكلة على أكثر من عنصر واحد من عناصر طريقة تقدير الانبعاث أو عملية الإزالة التي يستخدمها الطرف أو إذا كان الطابع المعقد للمنهجية المستخدمة لا يسمح بالاستعاضة فقط عن العنصر المثير للمشاكل، وجب استخدام مزيد من البيانات الإجمالية كأساس للتعديل.
