4. Protection of the rights of child victims 478. The Committee is deeply concerned over the lack of investigations and prosecutions for offences covered by the Protocol.
478- تعرب اللجنة عن قلقها العميق إزاء عدم التحقيق في أمر مرتكبي الجرائم المشار إليها في البروتوكول وعدم مقاضاتهم.

(e) Ensure that attempting to commit any of the offences covered by the Optional Protocol as well as complicity or participation therein are punished in conformity with article 3, paragraph 2, of the Protocol.
(ﻫ) ضمان معاقبة من يحاول ارتكاب أي من الجرائم المشار إليها في البروتوكول الاختياري ويتواطأ أو يشترك في ارتكابها، وفقاً للفقرة 2 من المادة 3 من البروتوكول.

Concerning the jurisdiction ratione materiae of the future court, the list of crimes covered should be limited to offences which were indisputably crimes against the peace and security of mankind.
٩ - وفيما يتعلق بالاختصاص الموضوعي للمحكمة المزمع إنشاؤها في المستقبل، قال المتحدث إن قائمة الجرائم المشار إليها ينبغي أن تقتصر على المخالفات التي لا يكون طابعها الجرمي من حيث هي جرائم مخلة بسلم اﻹنسانية وأمنها موضع جدل.

29. The Committee urges the State party to take all necessary measures to ensure that crimes under the Optional Protocol are investigated, and that alleged perpetrators are prosecuted and duly sanctioned.
29- وتحث اللجنة الدولة الطرف على أن تتخذ كافة الإجراءات اللازمة لضمان التحقيق في الجرائم المشار إليها في البروتوكول ومقاضاة مرتكبيها المزعومين ومعاقبتهم على النحو الواجب.

1. Each State party shall take such measures as may be necessary to establish its jurisdiction over the offences set forth in article 1 bis when:
١ - تتخــذ كل دولة طرف ما قد يلزم من تدابير ﻹثبات ولايتها القضائية على الجرائم المشار إليها في المادة ١ مكررا عندما:

(ii) Be made in the knowledge of the intention of the group to commit an offence as set forth in paragraph 1 of this article.
' ٢` وإما بمعرفة نية المجموعة ارتكاب جريمة من الجرائم المشار إليها في الفقرة ١ من هذه المادة.

2. Consistent with due process and applicable domestic law, each State Party shall take appropriate measures for the forfeiture of any funds, assets or other property used for committing the offences referred to in this Convention, and the proceeds derived from such offences.
٢ - تتخذ كل دولة طرف، تمشيا مع الاجراءات المعمول بها والقانون الداخلي المطبق، التدابير المناسبة لمصادرة اﻷموال أو اﻷصول أو غير ذلك من الممتلكات المستخدمة لارتكاب الجرائم المشار إليها في هذه الاتفاقية، واﻷرباح الناشئة عن هذه الجرائم.

In view of the gravity of the crimes in question, it should not be possible to accept the statute without accepting the court's jurisdiction.
ونظرا لخطورة الجرائم المشار اليها، فإنه لن يكون في اﻹمكان قبول النظام اﻷساسي بدون قبول ولاية المحكمة.

Have the offences mentioned in the relevant international conventions and protocols on terrorism been included as extraditable offences in the bilateral treaties to which the Republic of Seychelles is a party?
