It provides information on technical assistance provided to facilitate the fight against transnational organized crime committed at sea and maritime piracy, as well as on ongoing international cooperation in that regard.

An informal meeting of experts was convened in Vienna from 12 to 13 November 2012 to identify areas in which UNODC could facilitate the investigation and prosecution by Member States of transnational organized crime committed at sea.
28- عُقد اجتماع خبراء غير رسمي في فيينا يومي 12 و13 تشرين الثاني/نوفمبر 2012 لتحديد المجالات التي يمكن للمكتب أن يساعد فيها الدول الأعضاء على التحقيق في الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر وملاحقة مرتكبيها.

(a) A handbook setting out guidelines relevant to law-enforcement operations against transnational organized crime committed at sea, for the purposes of practical reference and training.
(أ) كتيّب يتضمَّن المبادئ التوجيهية ذات الصلة بعمليات إنفاذ القانون الرامية إلى مكافحة الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر، ليكون بمثابة مرجع عملي وللاستعانة به في التدريب.

Noting the United Nations Office on Drugs and Crime research touching on transnational organized crime committed at sea,
وإذ تنوِّه ببحوث مكتب الأمم المتحدة المعني بالمخدّرات والجريمة التي تتطرق إلى الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر،()

Emphasizing that all States, in particular States parties to the various relevant conventions, have a shared responsibility to take steps to counter the threat of transnational organized crime committed at sea, and the importance of enhancing international cooperation at all levels to fight all forms of transnational organized crime at sea that fall within the scope of the Organized Crime Convention and the Protocols thereto,
وإذ تؤكد أنَّ جميع الدول، ولا سيّما الدول الأطراف في مختلف الاتفاقيات، تتحمل مسؤولية مشتركة عن اتخاذ تدابير للتصدي لخطر الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر، وتؤكد أهمية تعزيز التعاون الدولي على جميع المستويات لمكافحة شتى أشكال الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر المندرجة ضمن إطار اتفاقية الجريمة المنظَّمة والبروتوكولات الملحقة بها،

2. Requests the United Nations Office on Drugs and Crime to continue providing technical assistance to Member States, upon request, to facilitate the full implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto, in order to more effectively combat transnational organized crime committed at sea;
2- تطلب إلى مكتب الأمم المتحدة المعني بالمخدّرات والجريمة أن يواصل تقديم المساعدة التقنية إلى الدول الأعضاء التي تطلبها منه لتيسير التنفيذ الكامل لاتفاقية الأمم المتحدة لمكافحة الجريمة المنظَّمة عبر الوطنية والبروتوكولات الملحقة بها من أجل مكافحة الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر بصورة أشدّ فعالية؛

7. Encourages the United Nations Office on Drugs and Crime, within its mandates, to cooperate with Member States, relevant United Nations bodies, international organizations and other bodies and mechanisms, where appropriate, with regard to sharing of information in its technical assistance activities related to transnational organized crime, in consideration of the challenges posed by transnational organized crime committed at sea;
7- تشجِّع مكتبَ الأمم المتحدة المعني بالمخدّرات والجريمة على أن يتعاون، في حدود ولاياته، مع الدول الأعضاء وهيئات الأمم المتحدة والمنظمات الدولية ذات الصلة وسائر الهيئات والآليات، عند الاقتضاء، فيما يتعلق بتبادل المعلومات في إطار أنشطته الخاصة بالمساعدة التقنية المتصلة بالجريمة المنظَّمة عبر الوطنية، عند دراسة التحدّيات التي تفرضها الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر؛

2. Requests the United Nations Office on Drugs and Crime to continue providing technical assistance to Member States, upon request, to facilitate the full implementation of the Organized Crime Convention and the Protocols thereto, in order to more effectively combat transnational organized crime committed at sea;
2- تطلب إلى مكتب الأمم المتحدة المعني بالمخدرات والجريمة أن يواصل تقديم المساعدة التقنية إلى الدول الأعضاء التي تطلبها منه لتيسير التنفيذ الكامل لاتفاقية الأمم المتحدة لمكافحة الجريمة المنظَّمة عبر الوطنية والبروتوكولات الملحقة بها من أجل تعزيز فعالية مكافحة الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر؛

6. Encourages Member States to take appropriate measures, consistent with their domestic legislation and legal frameworks, to strengthen law enforcement, with a view to preventing, combating and eradicating transnational organized crime committed at sea, in accordance with their rights and obligations under international law, including the United Nations Convention on the Law of the Sea;
6- تشجِّع الدولَ الأعضاءَ على اتخاذ التدابير المناسبة بما يتفق مع تشريعاتها الوطنية وأطرها القانونية لتعزيز العمل على إنفاذ القانون بغية منع الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر ومكافحتها والقضاء عليها، وفقا لحقوقها والتزاماتها بمقتضى القانون الدولي، بما يشمل اتفاقية الأمم المتحدة لقانون البحار؛()

9. Also invites Member States to share their experiences and concerns with other Member States and the United Nations Office on Drugs and Crime on the possible gaps and vulnerabilities faced in tackling transnational organized criminal activities at sea, bearing in mind the relevant research conducted by the Office touching on transnational organized crime committed at sea;
9- تدعو أيضاً الدولَ الأعضاءَ إلى أن تشرك في خبراتها وشواغلها غيرها من الدول الأعضاء ومكتب الأمم المتحدة المعني بالمخدّرات والجريمة بشأن الثغرات وجوانب الضعف التي قد تُواجَهُ عند التصدّي لأنشطة الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر، آخذة في اعتبارها بحوث مكتب الأمم المتحدة المعني بالمخدّرات والجريمة ذات الصلة بالجريمة المنظَّمة عبر الوطنية المرتكبة في البحر؛()

7. Also encourages Member States to take appropriate measures, consistent with their domestic legislation and legal frameworks and in accordance with their rights and obligations under applicable international law, including the United Nations Convention on the Law of the Sea,107 to strengthen law enforcement with a view to preventing, combating and eradicating transnational organized crime committed at sea;
7- تشجِّع أيضاً الدولَ الأعضاءَ على اتخاذ التدابير المناسبة بما يتَّفق مع تشريعاتها الوطنية وأطرها القانونية، وفقا لحقوقها والتزاماتها بمقتضى القانون الدولي المنطبق، بما يشمل اتفاقية الأمم المتحدة لقانون البحار،(107) لتعزيز العمل على إنفاذ القانون بغية منع الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر ومكافحتها والقضاء عليها؛
