We are extremely surprised by the attempts of the UNSCOM Executive Chairman to distort the Iraqi position, accuse Iraq of non-compliance with Security Council resolution 687 (1991) and incite the Council against Iraq, when he should be conveying to the Council the true picture about the long way Iraq has gone in implementing all the fundamental parts of section C of resolution 687 (1991).
واننا نستغرب بشدة محاولات رئيس اللجنة الخاصة لتشويه موقف العراق واتهامه بعدم الالتزام بالقرار ٦٨٧ والتحريض ضده، بدلا من تبليغ مجس اﻷمن بالصورة الحقيقية للشوط الكبير الذي تم انجازه من قبل العراق في تنفيذ كل اﻷجزاء الجوهرية في الجزء جيم من القرار ٦٨٧.

The Commission and IAEA would identify outstanding issues in the implementation of section C of resolution 687 (1991).

28. In paragraph 7 of resolution 715 (1991) the Council called for the development of a mechanism for monitoring any future sales or supplies by other countries to Iraq of items relevant to the implementation of section C of resolution 687 (1991).

“The Council reaffirms that a full accounting for Iraq’s missiles with a range greater than 150 kilometres is a necessary prerequisite to enable the Special Commission to report that Iraq has complied with the requirements of section C of resolution 687 (1991) of 3 April 1991.

29. The Commission's plan for ongoing monitoring and verification requires Iraq to adopt the necessary measures to implement its obligations under section C of resolution 687 (1991), resolution 707 (1991) and the plan, in particular:

4. Under Security Council resolution 699 (1991), Iraq is responsible for meeting the costs of all United Nations operations resulting from section C of resolution 687 (1991).
٤ - بموجب قرار مجلس اﻷمن ٦٩٩ )١٩٩١(، فإن العراق مسؤول عن تغطية تكاليف جميع عمليات اﻷمم المتحدة الناشئة عن الجزء جيم من القرار ٦٨٧ )١٩٩١(.

For its part, the Iraqi delegation would hear the concerns of the Commission and of IAEA, in particular their specific and concrete identification of those issues which they considered to be outstanding in the implementation of section C of resolution 687 (1991).

" 2. Confirms that the Special Commission and IAEA have the authority to conduct activities under section C of resolution 687 (1991) for the purpose of the destruction, removal or rendering harmless of the items specified in paragraphs 8 and 12 of that resolution, after the 45-day period following the approval of this plan until such activities have been completed;
" ٢ - يؤكد أن اللجنة الخاصة والوكالة الدولية للطاقة الذرية لهما سلطة الاضطلاع باﻷنشطة الواردة تحت الجزء جيم من القرار ٦٨٧ )١٩٩١(، بغرض تدمير أو إزالة المواد المحددة في الفقرتين ٨ و ١٢ من ذلك القرار أو جعلها عديمة الضرر، بعد فترة اﻟ ٤٥ يوما التالية للموافقة على هذه الخطة وحتى إنجاز هذه اﻷنشطة؛

By resolution 699 (1991), the Security Council decided that the Government of Iraq shall be liable for the full costs of carrying out the tasks authorized by section C of resolution 687 (1991).
" ٣١ - وقرر مجلس اﻷمن، بموجب القرار ٩٩٦ )١٩٩١(، أن تتحمل حكومة العراق المسؤولية عن جميع تكاليف المهام المأذون بها بموجب الجزء جيم من القرار ٧٨٦)١٩٩١(.

14. Issues related to programmes proscribed under section C of resolution 687 (1991) were discussed with Iraq on a continuous basis, especially during the rounds of the high-level talks in November 1993 and March 1994 in New York.
١٤ - ونوقشت باستمرار مع العراق المسائل المتصلة بالبرامج المحظورة بموجب الجزء جيم من القرار ٦٨٧ )١٩٩١ (، ولاسيما خلال جولتي المحادثات الرفيعة المستوى المعقودتين في تشرين الثاني/نوفمبر ١٩٩٣ وآذار/مارس ١٩٩٤ في نيويورك.

However, in the absence of Iraqi agreement to sell oil, of Iraq's acknowledgement of its obligations under resolution 699 (1991) to meet the full costs of the tasks authorized by section C of resolution 687 (1991) and of an appropriate mechanism for this purpose, the problem of the financing of the Commission's operations remains a matter of great concern.
على أنه نظرا لعدم موافقة العراق على بيع النفط، وعدم إقراره بما عليه من التزامات بموجب القرار ٦٩٩ )١٩٩١( بتحمل كامل تكاليف المهام المأذون بها بموجب الجزء جيم من القرار ٦٨٧ )١٩٩١(، ولعدم وجود آلية مناسبة لهذا الغرض، فإن مشكلة تمويل عمليات اللجنة ما زالت تمثل شاغلا كبيرا.

He stated that the Special Commission had " begun to implement the provisions of resolution 715 (1991) without having committed itself to informing the Security Council that Iraq's compliance with the provisions of section C of resolution 687 (1991) makes it incumbent upon the Council to begin considering in earnest the implementation of paragraph 22 of resolution 687 (1991), i.e., lifting the economic sanctions imposed on Iraq.
فذكر أن اللجنة الخاصة " بدأت تباشر بتطبيق أحكام القرار ٧١٥ )١٩٩١( من دون أن تلتزم بأن تبلغ مجلس اﻷمن بأن امتثال العراق ﻷحكام الجزء جيم من القرار ٦٨٧ )١٩٩١( يقتضي أن يباشر المجلس بصورة جدية بدراسة تطبيق الفقرة ٢٢ من القرار ٦٨٧ )١٩٩١(، أي رفع العقوبات الاقتصادية عن العراق.

Since July 1993 it has been the clear understanding of Iraq, on the one hand, and the Commission and the International Atomic Energy Agency (IAEA), on the other, that the objective was to bring about a situation where the Commission and IAEA could report to the Security Council that, in their view, the stage had been reached where Iraq was meeting all the requirements of section C of resolution 687 (1991).
ومنذ تموز/يوليه ١٩٩٣ أصبح مفهوما وواضحا لدى العراق، من جهة، واللجنة الخاصة والوكالة الدولية للطاقة الذرية، من جهة ثانية، أن المطلوب هو الوصول الى حالة تسمح للجنة وللوكالة بأن تبلغا مجلس الامن بأن اﻷمر بلغ، في نظرهما، مرحلة أصبح العراق فيه يفي بجميع متطلبات الجزء جيم من القرار ٦٨٧ )١٩٩١(.

Condemns Iraq's serious violation of a number of its obligations under section C of resolution 687 (1991) and of its undertakings to cooperate with the Special Commission and IAEA, which constitutes a material breach of the relevant provisions of resolution 687 (1991) which established a cease-fire and provided the conditions essential to the restoration of peace and security in the region;

" 11. section C of resolution 687 (1991) imposes certain specific obligations upon Iraq with respect to its chemical and biological weapons programmes, its ballistic-missile programmes with a range greater than 150 kilometres and its nuclear programmes.
" ١١ - ويفرض الجزء جيم من القرار ٧٨٦ )١٩٩١( بعض الالتزامات المحددة على العراق فيمايتعلق ببرامجه الخاصة باﻷسلحة الكيميائية والبيولوجية والقذائف التسيارية التي يزيد مداها عن ٠٥١ كيلومترا وبرامجه النووية.

The Commission wishes to reaffirm its undertaking to work with the aim of arriving at a situation whereby, as regards the completion of the Commission's responsibilities, it is convinced that the requirements of section C of resolution 687 (1991) as described in paragraph 22 of that resolution have been met.

You will recall that, by its resolution 1051 (1996), the Security Council approved the mechanism for monitoring sales or supplies by other countries to Iraq of items relevant to the implementation of section C of resolution 687 (1991) and other relevant resolutions, including resolution 715 (1991), and the plans approved thereunder.
تذكرون أن مجلس اﻷمن وافق بموجب قراره ١٠٥١ )١٩٩٦(، على آلية لرصد المبيعات أو اﻹمدادات التي توفرها بلدان أخرى للعراق من اﻷصناف ذات الصلة بتنفيذ الجزء جيم من القرار ٦٨٧ )١٩٩١( والقرارات اﻷخرى ذات الصلة، بما فيها القرار ٧١٥ )١٩٩١(، والخطط الموافق عليها بموجبه.
