IRAQ'S COMPLIANCE WITH RELEVANT PARTS OF section C of Security Council resolution 687 (1991)

1. The work of the Special Commission in the reporting period, 17 June to 17 December 1995, has covered the whole range of activities envisaged by section C of Security Council resolution 687 (1991).
١ - غطت أعمال اللجنة الخاصة في الفترة المشمولة بالتقرير من ١٧ حزيران/يونيه إلى ١٧ كانون اﻷول/ ديسمبر ١٩٩٥، مجموعة كاملة من اﻷنشطة المرتآة في الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

1. On 2 October 1991, the Secretary-General submitted to the Security Council a report containing the Special Commission's plan for ongoing monitoring and verification of Iraq's compliance with relevant parts of section C of Security Council resolution 687 (1991).
١ - في ٢ تشرين اﻷول/أكتوبر ١٩٩١ قدم اﻷمين العام إلى مجلس اﻷمن تقريرا يتضمن خطة اللجنة الخاصة للرصد والتحقق المستمرين لامتثال العراق لﻷجزاء ذات الصلة من الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

As indicated above, the Iraqi authorities have submitted an updated list of material, equipment and other items in Iraq identified in annex 3 of the Agency's plan for future ongoing monitoring and verification of Iraq's compliance with paragraph 12 of part C of Security Council resolution 687 (1991).
قدمت السلطات العراقية، كما ذكر أعلاه، قائمة مستكملة بما يوجد في العراق من المواد والمعدات والبنود اﻷخرى المحددة في المرفق ٣ لخطة الوكالة المتعلقة بالرصد والتحقق المستمرين مستقبلا بشأن امتثال العراق للفقرة ١٢ من الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

2. The work of the Special Commission in the reporting period has covered the whole range of activities envisaged by section C of Security Council resolution 687 (1991).
٢ - وغطت أعمال اللجنة الخاصة في الفترة المشمولة بالتقرير مجموعة كاملة من اﻷنشطة المرتآة في الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

If the requested declarations and actions by Iraq fulfil the requirements of the Security Council, a solid base will be laid for the full implementation of all aspects of section C of Security Council resolution 687 (1991).
وإذا ما جاءت إقرارات العراق وأعماله المطلوبة مطابقة لشروط مجلس اﻷمن، فإنه سيكون هناك أساس متين يستند إليه التنفيذ الكامل لجميع جوانب الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

The February talks were carried out in a constructive and professional manner, aimed at closing the proscribed weapons related file as defined in section C of Security Council resolution 687 (1991).

696. Further significant progress was made by the United Nations Special Commission (UNSCOM), headed by Mr. Rolf Ekeus, and the International Atomic Energy Agency (IAEA) Action Team in the implementation of section C of Security Council resolution 687 (1991), concerning the elimination of Iraq's weapons of mass destruction and long-range missile capabilities.
٦٩٦ - وقد حققت لجنة اﻷمم المتحدة الخاصة التي يرأسها السيد رولف إيكيوس، وفرقة العمل التابعة للوكالة الدولية للطاقة الذرية تقدما كبيرا في تنفيذ الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١( بشأن القضاء على أسلحة الدمار الشامل للعراق وقدراته على إطلاق قذائف بعيدة المدى.

6. The status, privileges and immunities of the Special Commission, the International Atomic Energy Agency (IAEA) and the United Nations specialized agencies involved in the implementation of section C of Security Council resolution 687 (1991) and related resolutions continue to be regulated by the relevant agreements and Council resolutions and decisions.

Note by the Secretary-General dated 22 May (S/23993), transmitting the text of a letter of the same date from the Executive Chairman of the Special Commission to the Secretary-General, and the enclosed report on the status of compliance by Iraq with the obligations placed upon it under section C of Security Council resolution 687 (1991) and resolutions 707 (1991) and 715 (1991).
مذكرة من اﻷمين العام مؤرخة ٢٢ أيار/مايو (S/23993)، يحيل بها نص رسالة تحمل نفس التاريخ موجهة الى اﻷمين العام من الرئيس التنفيذي للجنة الخاصة، والتقرير المرفق بها عن حالة امتثال العراق للالتزامات المفروضة عليه بموجب الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١( والقرارين ٧٠٧ )١٩٩١( و ٧١٤ )١٩٩١(.

This aggressive behaviour also constitutes a further attempt by the United States to escape international pressure on its Administration to change its attitude towards the issue of Iraq in the Security Council and acknowledge Iraq's achievements in implementing the provisions of section C of Security Council resolution 687 (1991) and meeting the requirements of paragraph 22 of that resolution.
كما يشكل هذا السلوك العدواني محاولة أمريكية أخرى للتخلص من الضغوط الدولية على اﻹدارة اﻷمريكية ﻹجبارها على تغيير سلوكها للتعامل مع قضية العراق في مجلس اﻷمن والاعتراف بالانجازات التي حققها العراق في تنفيذه ﻷحكام الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١( والوصول إلى تنفيذ الفقرة ٢٢ من القرار نفسه.

كنتم قد أحلتم إلى مجلس اﻷمن، في الوثيقة S/22872/Rev.1 المؤرخة ٢٠ أيلول/سبتمبر ١٩٩١، الخطة المنقحة للوكالة الدولية للطاقة الذرية للرصد والتحقق المستمرين مستقبلا من امتثال العراق للفقرة ١٢ من الجزء جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١( وللمطلوبات المنصوص عليها في الفقرتين ٣ و ٥ من القرار ٧٠٧ )١٩٩١(.

1. On 11 October 1991, the Security Council adopted resolution 715 (1991) approving, inter alia, the plan submitted by the Director General of the International Atomic Energy Agency for future ongoing monitoring and verification of Iraq's compliance with paragraph 12 of part C of Security Council resolution 687 (1991) and with the requirements of paragraphs 3 and 5 of resolution 707 (1991) (see S/22872/Rev.1 and Corr.1).
