Regarding the maintenance of international peace and security, the Special Committee had again discussed the question of the implementation of the Charter provisions related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter.
وقالت بخصوص حفظ السلم واﻷمن الدوليين، إن اللجنة ناقشت من جديد مسألة تنفيذ أحكام الميثاق المتصلة بتقديم المساعدة إلى الدول الثالثة المتضررة من تطبيق الجزاءات المفروضة بموجب الفصل السابع من الميثاق.

One of the most important subjects dealt with by the Committee at its latest session had been the question of assistance to third States affected by the application of sanctions under Chapter VII of the Charter of the United Nations.

84. He was not questioning the value of sanctions under Chapter VII of the Charter as such; it was their potential proliferation that gave cause for concern.
٤٨ - ومضى يقول إنه لا يتشكك في قيمة الجزاءات المفروضة بموجب الفصل السابع من الميثاق؛ وأوضح أن إمكانية التوسع في فرض هذه الجزاءات هو باﻷحرى الذي يدعو إلى القلق.

Algeria would like the General Assembly to continue to consider the findings of the ad hoc group on the means of implementing the provisions of the Charter related to assistance to third States affected by the application of sanctions under Chapter VII and the relevant General Assembly resolutions in that regard.

Training of peace-keeping personnel from regional organizations, coordination of command and control for joint peace-keeping operations and coordination of implementation and verification of sanctions under Chapter VII of the Charter were among the topics considered.
٧٣٢ - ومـن بيــن المواضيع التي كانت موضـع النظر، تدريب أفراد حفظ الســلام المنتميـن إلى المنظمــات الاقليمية، وتنسيق قيــادة وتوجيــه عمليــات حفــظ السلام المشتركة؛ وتنسيق تنفيذ الجزاءات المفروضة بموجب الفصل السابع من الميثاق وتنسيق التحقق من تنفيذها.

1. Mrs. SINJELA (Zambia) supported the proposal for the establishment of a permanent mechanism for consultations between the Security Council and third States potentially affected by the implementation of sanctions under Chapter VII of the Charter.
١ - السيدة سنجيلا )زامبيا(: أيدت الاقتراح بإنشاء آلية دائمة للمشاورة بين مجلس اﻷمن والدول الثالثة التي يحتمل أن تتضرر من تطبيق الجزاءات المفروضة بموجب الفصل السابع من الميثاق.

33. The question of the economic difficulties facing a number of States as a result of the implementation of sanctions under Chapter VII of the Charter was an extremely complicated one and could only be resolved on a case-by-case basis in accordance with Article 50 of the Charter.
٣٣ - إن مسألة الصعوبات الاقتصادية التي تعاني منها بعض الدول بسبب تطبيق الجزاءات المفروضة بموجب الفصل السابع من الميثاق هي مسألة بالغة التعقيد ولا يمكن حلها إلا على أساس كل حالة على حدة، استنادا الى المادة ٥٠ من الميثاق.

Training of peace-keeping personnel from regional organizations, coordination of command and control for joint peace-keeping operations and coordination of implementation and verification of sanctions under Chapter VII of the Charter, were among the topics considered. In the meantime, mechanisms of consultation and cooperation are being strengthened between the United Nations and regional arrangements and organizations.
٧٣٢ - ومن بين المواضيع التي كانت موضع النظر، تدريب أفراد حفظ السلام المنتمين إلى المنظمات الاقليمية، وتنسيق قيادة وتوجيه عمليات حفظ السلام المشتركة؛ وتنسيق تنفيذ الجزاءات المفروضة بموجب الفصل السابع من الميثاق وتنسيق التحقق من تنفيذها.

On the question of the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter, Venezuela was aware of the need to achieve a practical and equitable solution to the economic problems that confronted third States as a result of the application of sanctions by the Security Council.
٩٧ - ومضت تقول، فيما يتعلق بمسألة تنفيذ أحكام ميثاق اﻷمم المتحدة المتصلة بتقديم المساعدة للدول الثالثة المتأثرة بتطبيق الجزاءات المفروضة بموجب الفصل السابع من الميثاق، أن فنزويلا تدرك الحاجة إلى إيجاد حل عملي ومنصف للمشاكل الاقتصادية التي تواجه الدول الثالثة نتيجة لتطبيق جزاءات مجلس اﻷمن.

His delegation also underlined the importance of the provisions relating to third countries affected by the application of sanctions under Chapter VII, and hoped that the Secretary-General's report to the Special Committee would impart a new dynamic to the discussion of that topic.
٧٧ - وأضاف أن وفده يشدد أيضا على أهمية اﻷحكام المتعلقة بالدول الثالثة المتضررة من جراء تطبيق الجزاءات المفروضة بموجب الفصل السابع، ويأمل في أن يعطي التقرير الذي قدمه اﻷمين العام إلى اللجنة الخاصة دينامية جديدة لمناقشة هذا الموضوع.

Turning to the question of assistance to third States adversely affected by the application of sanctions under Chapter VIII of the Charter (A/49/33, sect. A), he regretted that the Special Committee had not achieved any progress in that regard.
٧٧ - وانتقل ممثل تركيا الى الحديث عن مسألة المساعدة للبلدان الثالثة المتضررة من تطبيق الجزاءات المفروضة بموجب الفصل السابع من الميثاق )المرجع نفسه، الفرع ألف( فقال إن وفد تركيا يأسف ﻷن اللجنة الخاصة لم تحقق أي تقدم بشأن هذه النقطة.

The Permanent Mission of Uruguay to the United Nations presents its compliments to the United Nations Secretariat and has the honour to refer to his note dated 12 April 1993 requesting views and proposals from Governments concerning assistance to third States affected economically by the application of sanctions under Chapter VII of the Charter of the United Nations.

68. As regards paragraph 6 of General Assembly resolution 53/107, the European Community shares the concern about the special economic problems of third States affected by sanctions imposed under Chapter VII of the Charter of the United Nations.
٦٨ - وفيما يتعلق بالفقرة ٦ من قرار الجمعية العامة ٥٣/١٠٧، تتشاطر اللجنة اﻷوروبية ما يسود من قلق بشأن المشاكل الاقتصادية الخاصة للدول اﻷطراف المتضررة من الجزاءات المفروضة بموجب الفصل السابع من ميثاق اﻷمم المتحدة.

126. ACC has been seized with the issue of assistance to countries having invoked Article 50 in connection with special economic problems arising from the implementation of sanctions imposed under Chapter VII of the Charter since 1991.
