Under this item, the Assembly will consider a draft resolution on the lifting of sanctions against South Africa, which was issued today as document A/48/L.2.
وتحت هذا البند، ستنظر الجمعية في مشروع قرار صدر اليوم في الوثيقة A/48/L.2 بشأن رفع الجزاءات المفروضة على جنوب افريقيا.

Those efforts were in line with current positive developments in South Africa, with the views expressed by Mr. Nelson Mandela and also with the decision of the United Nations General Assembly to remove economic sanctions against South Africa.
فهذه الجهود تتمشى مع التطورات الايجابية الراهنة في جنوب افريقيا ومع اﻵراء التي أعرب عنها السيد نلسون منديلا ومع قرار الجمعية العامة لﻷمم المتحدة بإلغاء الجزاءات المفروضة على جنوب افريقيا.

It is in this context that I would like to introduce draft resolution A/48/L.2, entitled " Lifting of sanctions against South Africa " .
وفي هذا السياق أود أن أتولى عرض مشـروع القـرار A/48/L.2 المعنون " رفع الجزاءات المفروضة على جنوب افريقيا " .

In this regard, the General Assembly adopted a resolution on 22 October 1994 calling for most sanctions against South Africa to be lifted once a Transitional Executive Council was established (resolution 48/1).
وفي هذا الصدد، اتخذت الجمعية العامة قرارا في ٢٢ تشرين اﻷول/اكتوبر١٩٩٤ يدعو إلى رفع معظم الجزاءات المفروضة على جنوب افريقيا حالما يتم إنشاء مجلس تنفيذي انتقالي )القرار ٤٨/١(.

The General Assembly responded to this appeal by lifting all sanctions against South Africa through its resolution 48/1 of 8 October 1993, with immediate effect, with the exception of the oil embargo which was lifted last week on the date of the entry into operation of the Transitional Executive Council (TEC).
وقد استجابت الجمعية العامة لهذا النداء برفـــع كـــل الجزاءات المفروضة على جنوب افريقيا بأثر فوري، بقرارهـــــا ٤٨/١ في ٨ تشرين اﻷول/أكتوبر ١٩٩٣، مع استثناء الحظر النفطي الذي رفع في اﻷسبوع الماضي يوم بدء عمـــل المجلس التنفيذي الانتقالي.

Mr. SACIRBEY (Bosnia and Herzegovina) said that the Security Council had been right not to lift the sanctions against South Africa until all requirements had been met. It was now necessary to strengthen the democratic trend in that country by stimulating its development.

There cannot be any doubt at all that the lifting of these sanctions against South Africa will go a long way to uplifting the economic and social conditions of the hitherto oppressed, disenfranchised and disadvantaged members of the South African community, and thus address and reverse the glaring inequalities brought about by the obnoxious system of apartheid.
وليس هناك أي شك على اﻹطلاق في أن رفع هذه الجزاءات المفروضة على جنوب افريقيا سيسهم إلى حد بعيد في رفع الظروف الاقتصادية والاجتماعية ﻷعضاء مجتمع جنوب افريقيا المحرومين الذين كانوا حتى اليوم يتعرضون للقمع ويمنعون من ممارسة حقهم في التصويت، وبالتالي في معالجة وعكس اتجاه أوجه التباين الصارخ الذي جلبه نظام الفصل العنصري البغيض.

Conscious of General Assembly resolution 48/1 of 8 October 1993 on the lifting of economic sanctions against South Africa and resolution 48/159 of 20 December 1993 on the elimination of apartheid and establishment of a united, democratic and non-racial South Africa, in which the Assembly called upon all Governments to observe fully the mandatory arms embargo imposed by the Security Council,
