3. Participation of NGOs and other associations and private institutions

15. In the Syrian Arab Republic, more than 600 private associations and institutions have been established pursuant to the private associations and institutions' Act No. 93 of 1958.
15- وأُنشئت في الجمهورية العربية السورية أكثر من 600 جمعية ومؤسسة خاصة بموجب قانون الجمعيات والمؤسسات الخاصة رقم 93 لسنة 1958.

There are no associations or entities in the Syrian Arab Republic that fund foreign organizations. The article relating to dealings with associations abroad is article 21 of the Law on private associations and institutions, promulgated by decision 93 of 1958 which specifies as follows:

Law No. 32 of 1964, concerning private associations and institutions, and the previous Law No. 384 of 1956 contain nothing in the way of restrictions that would prevent women from establishing private associations or institutions in any sphere of activity or restrictions that relate to the marital status of women seeking to do so.
وقد جاء القانون رقم ٣٢ لسنة ١٩٦٤ بشأن الجمعيات والمؤسسات الخاصة ومن قبله القانون ٣٨٤ لسنة ١٩٥٦ خاليا من ثمة قيود تحول دون قيام المرأة بتكوين الجمعيات أو المؤسسات الخاصة في كافة المجالات وكذلك بلا ثمة قيود مرتبطة بالحالة الزوجية للمرأة.

The private associations and institutions Act No. 12 of 2004 regulates the exercise of this right by establishing conditions on membership of associations by Qataris and foreigners and the legal personality, financial management and dissolution of associations, together with penalties for infringing the Act.
وقد صدر القانون رقم 12 لعام 2004، بشأن الجمعيات والمؤسسات الخاصة الذي نظم فيه المشرع ممارسة الحق في تكوين هذه الجمعيات من حيث شروط العضوية للقطريين وغير القطريين واكتساب الجمعية للشخصية المعنوية وإداراتها وشؤونها المالية وحلها والعقوبات التي تقع على من يخالف أحكام هذا القانون.

٨٨- كما جاء في قانون الجمعيات والمؤسسات الخاصة رقم ٣٩ لعام ٨٥٩١ وتعديلاته وفي مادته اﻷولى " تعتبر جمعية، في تطبيق هذا القانون، كل جماعة ذات تنظيم مستمر لمدة معينة تتألف من أشخاص طبيعية أو اعتبارية لغرض غير الحصول على ربح مادي " .

In the Syrian Arab Republic, associations are governed by Law No. 93 of 1958 concerning associations and private institutions and their by-laws and other relevant texts.
