In order to be truly effective, therefore, the efforts within the United Nations system need to be reinforced by demonstrated action on the part of national Governments whose military and police personnel serve in peacekeeping operations, including punitive measures against offending personnel.

In particular, the OIC Group believes that lack of action to prevent the reprinting of blasphemous caricatures, and indifference in airing the inflammatory documentary against the Holy Quran, will be perceived as manifestations of insincerity towards the principles and objectives of various efforts within the United Nations system aiming at promoting understanding and respect of and among cultures and civilizations.
وتعتقد مجموعة منظمة المؤتمر الإسلامي بوجه خاص أن عدم اتخاذ أي إجراءات لمنع إعادة طباعة الرسوم الكاريكاتورية المسيئة، وعدم الاكتراث ببث الشريط الوثائقي التحريضي المتهجم على القرآن الكريم، سيعتبران بمثابة مظهر من مظاهر عدم الإخلاص للمبادئ والأهداف التي توجه مختلف الجهود المبذولة داخل منظومة الأمم المتحدة من أجل تشجيع فهم الثقافات والحضارات واحترامها وتعزيز التفاهم بينها.

20.11 This part of the subprogramme is responsible for research and analysis of human rights issues and the consolidation, further development, strengthening and application of substantive human rights expertise and methodologies to support effective country engagement and lead efforts within the United Nations system to meet human rights challenges.
20-11 يضطلع هذا الجزء من البرنامج الفرعي بالمسؤولية عن إجراء البحوث فيما يتعلق بقضايا حقوق الإنسان والقيام بتحليلها، وتوحيد الخبرات والمنهجيات الموضوعية في مجال حقوق الإنسان ومواصلة تطويرها وتعزيزها وتطبيقها لدعم مشاركة البلدان على نحو فعال ولقيادة الجهود المبذولة داخل منظومة الأمم المتحدة للتغلب على التحديات في مجال حقوق الإنسان.

The Committee requested the Office for Outer Space Affairs of the Secretariat to prepare for the work plan the present document, which contains information on some of the major disaster reduction strategies and systems worldwide, including efforts within the United Nations system and in the Committee on Earth Observation Satellites (CEOS) and the Global Disaster Information Network.
