٢ - يجوز لهؤلاء المراقبين، بناء على دعوة من الرئيس، ان يشتركوا دون أن يكون لهم حق التصويت في أعمال أي دورة، ما لم تعترض على اﻷقل ثلث اﻷطراف الحاضرة في تلك الدورة.
