When all efforts at reaching consensus had been exhausted, a vote was taken electronically, on 21 June 2006, resulting in the failure to adopt either a decision to proceed or a decision not to proceed by a majority of three-fourths of the members present and voting, as required by section II, paragraph 9 and section VII, paragraphs 4 and 6, of the procedures and mechanisms.
