Taking note of the outcome of the high-level meeting on the security situation in eastern Democratic Republic of the Congo convened by the Secretary-General in New York on 27 September 2012,

He extended his appreciation to the Subcommittee of Ministers of Defence for the job well done after holding a meeting in Goma with the aim of implementing the decisions of the Heads of State and Government regarding the security situation in eastern Democratic Republic of the Congo.
وأعرب كذلك عن التقدير للجنة الفرعية لوزراء الدفاع للعمل الجيد الذي اضطلعت به بعد عقد اجتماع في غوما بجمهورية الكونغو الديمقراطية استهدف تنفيذ مقررات رؤساء الدول والحكومات بخصوص الحالة الأمنية في شرقي جمهورية الكونغو الديمقراطية.

2. In spite of continuous efforts and political initiatives, the security situation in eastern Democratic Republic of the Congo has deteriorated, with renewed fighting between the Forces armées de la République démocratique du Congo (FARDC), the Mouvement du 23 mars (M23) and a number of other armed groups.

The expenditure incurred by the International Conference on the Great Lakes Region secretariat arising out of extraordinary activities undertaken to address the security situation in eastern Democratic Republic of the Congo should be shared by all member States of the International Conference and in this regard, agree to contribute US$ 75,000 per member State;

The brief rebel incursion in eastern Chad in May and the fighting that ensued with Government forces exacerbated the security situation in eastern Chad and opened a fresh opportunity for banditry, which undermined the achievements of EUFOR and MINURCAT.
