The normalization of the situation concerning South Africa was essentially a financial matter which, despite its undoubted political overtones, should be referred instead to the Fifth Committee. Further consultations were necessary and the Committee should therefore defer for a few days its decision concerning the item's referral.

In accordance with the decision taken by the General Assembly, I therefore request, through you, that the Fifth Committee provide technical observations regarding the implementation of draft resolution A/50/L.44, entitled " Normalization of the situation concerning South Africa " , by 12 December 1995.

The representative of South Africa, under rule 43 of the rules of procedure, made a statement concerning the allocation of agenda item 164 entitled " Normalization of the situation concerning South Africa " .

The CHAIRMAN said that, owing to the financial complexity of agenda item 164 on normalization of the situation concerning South Africa, the General Assembly had invited the Fifth Committee to provide technical observations regarding the implementation of draft resolution A/50/L.44.
