The interference of United States and British warplanes with civil aviation and their threats to shoot down Iraqi civilian aircraft are acts of terrorism such as demand your immediate intervention to halt them, given that they represent a threat to peace and security in the region.
إن اعتراض الطائرات الحربية الأمريكية والبريطانية للطيران المدني وتهديدها بإسقاط الطائرات المدنية العراقية هو من أعمال الإرهاب التي تستوجب تدخلكم الفوري لوقفها، كونها تمثل تهديدا للسلم والأمن في المنطقة.

The fact that neither you nor the Security Council have established a clearly defined position on this serious issue can only be interpreted to mean that you consider that violations of the airspace over the demilitarized zone by United States and British military aircraft do not constitute a violation of Security Council resolutions or of the goals behind the establishment of that zone.
وعدم قيامكم ومجلس الأمن بتثبيت موقف واضح ومحدد تجاه هذا الموضوع الخطير لا يمكن تفسيره أو فهمه إلا بأنكم تعتبرون انتهاك أجواء المنطقة منزوعة السلاح من قبل الطائرات الحربية الأمريكية والبريطانية لا يعتبر خرقا لقرارات مجلس الأمن وللأهداف التي من أجلها أنشئت المنطقة منزوعة السلاح.
