12. NSAU shares the concern regarding the danger of man-made space debris and regards the problem of removing space debris from near-Earth space as being of the utmost urgency.

259- ولاحظت اللجنة بارتياح أنَّ بعض الدول قد اتخذت تدابير لإنفاذ تطبيق المبادئ التوجيهية والمعايير المعترف بها دوليًّا بشأن الحطام الفضائي من خلال تضمين تشريعاتها الوطنية أحكاماً بهذا الشأن.

The United States Government believes that widespread implementation of the space debris mitigation guidelines by Member States as expeditiously as possible will effectively reduce the risks created by orbital debris.
وتعتقد حكومة الولايات المتحدة بأن اتساع نطاق تنفيذ المبادئ التوجيهية بشأن التخفيف من الحطام الفضائي من جانب الدول الأعضاء بأسرع نحو ممكن سوف يقلّل فعلا من المخاطر الناجمة عن الحطام الفضائي.

35. Ukraine recognized the global nature of the problem of man-made space debris and contributed actively to the efforts of the Inter-Agency Space Debris Coordination Committee (IADC), of which its National Space Agency was a member.
35 - وتسلم أوكرانيا بالطبيعة العالمية لمشكلة الحطام الفضائي من صنع الإنسان، وتساهم بشكل نشط في جهود لجنة التنسيق المشتركة بين الوكالات المعنية بالحطام الفضائي، إذ إن وكالتها الفضائية الوطنية عضو فيها.

Some delegations expressed the view that the initiative by the Czech Republic was timely in view of the importance of the issue of space debris to all States and the absence of relevant firm legal mechanisms to address that issue.
164- ورأى بعض الوفود أنَّ مبادرة الجمهورية التشيكية تأتي في وقتها تماماً، نظراً لما تكتسيه مسألة الحطام الفضائي من أهمية لدى جميع الدول ولعدم وجود آليات قانونية صارمة لمعالجة هذه المسألة.

1. The National Space Agency of Ukraine (NSAU) shares the concern regarding the danger of man-made space debris and regards the problem of removing space debris from near-Earth space as of the utmost urgency.
1- تشارك وكالة الفضاء الوطنية الأوكرانية سائر الوكالات في قلقها إزاء خطر الحطام الفضائي الناجم عن النشاط البشري، وترى أن مشكلة إزالة الحطام الفضائي من الفضاء القريب من الأرض هي مشكلة في غاية الإلحاح.

21. NSAU shared the concerns of countries worldwide with regard to the danger of man-made space debris and the problem of removing space debris from near-Earth space.
21- شاطرت وكالة الفضاء الوطنية الأوكرانية البلدان على نطاق العالم في ما تشعر به من قلق بشأن خطر الحطام الفضائي المصنوع ومشكلة إزالة الحطام الفضائي من الفضاء القريب من الأرض.

As Myanmar is still at an early stage in space technology, it is necessary to receive data on space debris from the Scientific and Technical Subcommittee, JAXA and the Database and Information System Characterising Objects in Space of ESA and research related to space debris through international cooperation.
بما أن ميانمار لا تزال في المراحل الأولية من تكنولوجيا الفضاء، فمن الضروري أن تحصل على بيانات عن الحطام الفضائي من اللجنة الفرعية العلمية والتقنية ومن الوكالة اليابانية لاستكشاف الفضاء الجوي، ومن قاعدة البيانات ونظام المعلومات عن خصائص الأجسام الموجودة في الفضاء، التابعان لوكالة الفضاء الأوروبية، ويلزمها الحصول على البحوث المتعلقة بالحطام الفضائي، وذلك عن طريق التعاون الدولي.

The view was expressed that space should be considered a safe, secure and sustainable environment by its users and that States should continue to be diligent in actively pursuing ways and means to limit the amount of space debris in order to sustain the space environment for the long term.
84- وأُعرب عن رأي مؤداه أن الفضاء ينبغي أن يُعتبر بيئة سليمة وآمنة ومستدامة لكل مَن يستخدمه، وأن الدول ينبغي أن تواصل توخِّي الحذر في السعي بنشاط لإيجاد طرائق ووسائل للحد من مقدار الحطام الفضائي من أجل استدامة بيئة الفضاء في المدى البعيد.

80. The view was expressed that the multi-year work plan should also include space debris in the geostationary orbit, collisions of objects with nuclear power sources with space debris and the re-orbiting of spent satellites from the geostationary orbit into disposal orbits so that in the future those topics could be discussed under the agenda item on space debris.
٨٠ - وأعرب أحد الوفود عن رأي مفاده أن خطة العمل المتعددة السنوات ينبغي أن تشمل أيضا الحطام الفضائي في المدار الثابت بالنسبة إلى اﻷرض، وحوادث الاصطدام بين اﻷجسام المزودة بمصادرة قدرة نووية وبين الحطام، وتغيير مدارات السواتل المستهلكة بنقلها من المدار الثابت بالنسبة إلى اﻷرض إلى مدار التخلص من الحطام، وذلك لكي يتسنى في المستقبل مناقشة تلك المواضيع في إطار بند الحطام الفضائي من جدول اﻷعمال.

238- ولاحظت اللجنة بارتياح أنَّ بعض الدول قد اتخذت تدابير تلزم بتنفيذ المبادئ التوجيهية والمعايير المعترف بها دوليا بشأن الحطام الفضائي من خلال الأحكام ذات الصلة في تشريعاتها الوطنية.

In accordance with the space debris Mitigation Guidelines of the Committee on the Peaceful Uses of Outer Space, States and intergovernmental organizations should address, establish and implement space debris mitigation measures through applicable mechanisms.
وفقاً للمبادئ التوجيهية لتخفيف الحطام الفضائي الصادرة عن لجنة استخدام الفضاء الخارجي في الأغراض السلمية، ينبغي للدول والمنظمات الحكومية الدولية أن تعالج وترسي وتنفّذ التدابير الخاصة بالتخفيف من الحطام الفضائي من خلال آليات قابلة للتطبيق.

Additionally, United States domestic policy and regulations for space debris mitigation implement the space debris Mitigation Guidelines through the United States Government Orbital Debris Mitigation Standard Practices as well as regulations of the Federal Communications Commission, the Federal Aviation Administration, and Department of Commerce.
وبالإضافة إلى ذلك، فإنَّ السياسات واللوائح الداخلية لتخفيف الحطام الفضائي في الولايات المتحدة تطبِّق المبادئ التوجيهية لتخفيف الحطام الفضائي من خلال الممارسات الموحَّدة للحدِّ من الحطام المداري لحكومة الولايات المتحدة وكذلك اللوائح الصادرة عن لجنة الاتصالات الاتحادية، وإدارة الطيران الاتحادية، ووزارة التجارة.

7. The Russian Federation draws the attention of the international community to a number of unfortunate incidents that have occurred in the course of outer space activities: the collision between Russian Federation and United States space satellites on 10 February 2009, and the dangerous proximity of a number of space objects and pieces of space debris to the International Space Station.
7 - ويوجه الاتحاد الروسي انتباه المجتمع الدولي إلى عدد من الأحداث المؤسفة التي وقعت في سياق أنشطة الفضاء الخارجي مثلا: وقوع اصطدام بين ساتلين فضائيين للاتحاد الروسي والولايات المتحدة في 10 شباط/فبراير 2009، والقرب المنذر بالخطر لعدد من الأجسام الفضائية وقطع الحطام الفضائي من المحطة الفضائية الدولية.

Following a meeting of the Inter-Agency Working Group on Orbital Debris in December 1996, NASA and the Department of Defense began in earnest to develop a set of orbital debris mitigation guidelines for United States government agencies.
5- عقب اجتماع للفريق العامل المعني بالحطام الفضائي في كانون الأول/ديسمبر 1996، ابتدأت ناسا ووزارة الدفاع بجد وضع مجموعة مبادئ توجيهية لتخفيف الحطام الفضائي من أجل اتباعها من جانب الوكالات التابعة لحكومة الولايات المتحدة.
