40. Most of the Governments that responded to the survey have various programmes for strengthening the cooperative sector, including measures to promote education and technical training of members, leadership and management of national cooperatives.

145. Most Governments that returned the questionnaire introduced, within their criminal justice systems, appropriate procedures to enable drug abusers to be provided treatment and rehabilitation as a supplement or, in some cases, a replacement, to prison terms.
