Mr. Hmoud said that the authorization to use force outside the scope of self-defence might have practical negative consequences for the protection of peacekeepers under international law and international humanitarian law.
السيد الحمود قال إن الإذن باستخدام القوة خارج نطاق الدفاع عن النفس قد تكون له من الناحية العملية آثار سلبية على حماية قوات حفظ السلام بموجب القانون الدولي والقانون الدولي الإنساني.

Regarding draft conclusion 11, he endorsed Mr. Hmoud's words of caution about entering into the field of treaty amendment, but thought that the Special Rapporteur had actually adopted a fairly cautious approach.

The deprivation of liberty of Mr. Ryad Hamoud Al-Darrar is arbitrary, as being in contravention of articles 9, 10, 19 and 20 of the Universal Declaration of Human Rights and articles 9, 14, 19 and 21 of the International Covenant on Civil and Political Rights, and falls within categories II and III of the categories applicable to the consideration of the cases submitted to the Working Group.
إن حرمان السيد رياض ضرار الحمود من حريته تعسفي لأنه يخالف المواد 9 و10 و19 و20 من الإعلان العالمي لحقوق الإنسان والمواد 9 و14 و19 و21 من العهد الدولي الخاص بالحقوق المدنية والسياسية وهو يندرج ضمن الفئتين الثانية والثالثة من الفئات الواجبة التطبيق عند النظر في القضايا المعروضة على الفريق العامل.
