Mr. President, as part of the continuing efforts by delegations here in Geneva to break the CD impasse, I welcome your and your fellow P6 Presidents' initiative to reinvigorate work in the CD by fostering an interactive thematic debate in the course of this year.

35. The TEC discussed and analysed various issues relating to enabling environments and barriers based upon the information provided by experts during the thematic dialogues and panel discussions, interventions and submissions from observer organizations and relevant documents of the Expert Group on Technology Transfer, and offers the following key messages:

During the interactive thematic dialogue, a number of delegations raised concerns as to the need for and the added value of a global plan of action.

ورحّب أيضاً بالمشاركة النشطة للمنظمة في الحوار المواضيعي التفاعلي الأخير للجمعية العامة للأمم المتحدة حول كفاءة الطاقة وحفظ الطاقة ومصادر الطاقة الجديدة والمتجددة، ودورها في تنظيم المؤتمر الدولي للطاقة لعام 2009.

6 - ويمكن الاطلاع على البيانات التي أدلى بها كل من الدول الأعضاء والمحاضرين أثناء الحوار المواضيعي لتبادل الآراء بشأن المسؤولية عن الحماية في الموقع الشبكي الخاص برئيس الجمعية العامة.

The participants in the thematic dialogue stressed that the development and adoption of a global plan of action should be based on a broad consensus among the international community and on the principle of shared responsibility.
5- وشدّد المشاركون في الحوار المواضيعي على أن استحداث واعتماد خطة عمل عالمية ينبغي أن يستند إلى توافق عريض في الآراء على صعيد المجتمع الدولي وإلى مبدأ تقاسم المسؤولية.

The " thematic dialogue " between the Commission and the Committee should be scheduled close in time to the meeting of legal advisers and should not overlap with relevant meetings of the General Assembly.
أما " الحوار المواضيعي " بين لجنة القانون الدولي واللجنة السادسة فينبغي تحديد مواعيده قرب اجتماع المستشارين القانونيين، على ألاّ يتداخل مع الاجتماعات ذات الصلة للجمعية العامة.

The " thematic dialogue " between the Commission and the Sixth Committee should be scheduled close in time to the meeting of legal advisers and should not overlap with relevant meetings of the General Assembly.
أما " الحوار المواضيعي " بين لجنة القانون الدولي واللجنة السادسة فينبغي تحديد مواعيده قرب اجتماع المستشارين القانونيين، على ألاّ يتداخل مع الاجتماعات ذات الصلة للجمعية العامة.

32. Taking into account the value proposition paper and the outcomes of the thematic dialogue, the TEC prepared its recommendations on linkages between the Technology Mechanism and the Financial Mechanism of the Convention, which are contained in document FCCC/CP/2014/6.
٣٢- وأعدّت اللجنة التنفيذية توصياتها بشأن إقامة الروابط بين آلية التكنولوجيا والآلية المالية للاتفاقية، بصيغتها الواردة في الوثيقة FCCC/CP/2014/6، آخذة في الاعتبار ورقة عرض القيمة ونتائج الحوار المواضيعي.

Responding to the comments of the representative of Yemen, she said that her statement at the Interactive thematic dialogue of the General Assembly on taking collective action to end human trafficking, held on 13 May 2009 had highlighted a number of questions that should be addressed in order to clarify the added value of the proposed global plan of action.
