A number of these issues were later discussed and elaborated upon at the ad hoc Inter-agency Group on Energy at Vienna in 1997, which, inter alia, agreed to the idea of the creation of a global forum on sustainable energy to foster an enhanced dialogue among Governments, international organizations, the business community, non-governmental organizations, and the academic community, as suggested in the joint report referred to below.

The Governing Council, by its resolution 18/11, requested the Executive Director to intensify dialogue among Governments at all levels and Habitat partners on issues related to effective decentralization and the strengthening of local authorities, including principles and legal frameworks, in support of the implementation of the Habitat Agenda.

63. Serbia fully supported the work of the Global Forum on Migration and Development, which had established itself as a platform for interactive dialogue and policy exchange, and as a strategic tool for promoting dialogue among Governments and international organizations.

19. UN-Habitat should also promote the recognition of cities and local authorities and their world associations as partners of the United Nations in the quest for a safer and better world and enhance the dialogue among Governments at all levels and Habitat Agenda partners on all issues related to effective decentralization and the strengthening of local authorities.

In its resolution 18/11 of 14 February 2001, the Commission on Human Settlements requested the Executive Director to intensify dialogue among Governments at all levels and Habitat Partners on all issues related to effective decentralization and the strengthening of local authorities, including principles, and as appropriate, legal frameworks, in support of the implementation of the Habitat Agenda.
