A specific question that arises is whether the contractor is required to submit a proposed programme of activities covering the extension period, and the relationship between that programme of activities and the original plan of work for exploration.

Many delegations requested the Commission, in its report and recommendations to the Council relating to an application for a plan of work for exploration, accompanied by a certificate of sponsorship, to indicate whether the sponsoring State has adopted a domestic regulatory framework governing the plan of work for exploration or is developing such framework.

Upon expiration of a plan of work for exploration, the contractor shall apply for a plan of work for exploitation unless the contractor has already done so, has obtained an extension for the plan of work for exploration or decides to renounce its rights in the area covered by the plan of work for exploration.

53. With regard to the substantive work of the Authority, the priority is to complete work on the draft mining code so that contracts can be issued to each of the seven registered pioneer investors whose requests for approval of plans of work for exploration were considered approved in August 1997.
٥٣ - وفيما يتعلق باﻷعمال الموضوعية للسلطة، فإن اﻷولوية معطاة ﻹكمال اﻷعمال المتعلقة بمدونة التعدين لكي يتسنى إصدار العقود لكل مستثمر من المستثمرين الرواد المسجلين السبعة الذين نظر في الطلبات المقدمة منهم بالموافقة على خطط العمل الخاصة بالاستكشاف ووفق عليها في آب/أغسطس ١٩٩٧.

Following the approval of the Regulations, the Secretary-General has been able to conclude contracts for exploration with four of the seven registered pioneer investors whose requests for approval of plans of work for exploration were considered approved in August 1997.
وعقب الموافقة على هذه الأنظمة، تمكن الأمين العام من إبرام عقود للاستكشاف مع أربعة من المستثمرين الرواد المسجلين السبعة الذين اعتبرت الطلبات التي قدموها للحصول على موافقة على خطة العمل الخاصة بالاستكشاف موافقا عليها في آب/أغسطس 1997.

(b) Preparing and issuing contracts to those investors whose applications for approval of plans of work for exploration were considered approved by the Council and monitoring the implementation of those contracts;

(a) Reviewed the plans of work for exploration that were submitted by the registered pioneer investors in accordance with paragraph 6 (a) (ii), section 1, of the annex to the Agreement, and recommended them for approval to the Council on 21 August 1997;
(أ) قامت باستعراض خطط العمل الخاصة بالاستكشاف التي قدمها المستثمرون الرواد المسجلون وفقا للفقرة 6 (أ) (2) من الجزء 1 من المرفق الملحق بالاتفاق وأوصت المجلس بالموافقة عليها في 21 آب/أغسطس 1997؛

2. The provisions of regulation 26 are taken directly from paragraph 9 of section 1 of the annex to the Part XI Agreement (see General Assembly resolution 48/263, annex), which established the limited duration of plans of work for exploration.
٢ - وأحكام المادة 26 مأخوذة كما هي من الفقرة 9 من الفرع 1 من المرفق الملحق بالاتفاق المتعلق بتنفيذ الجزء الحادي عشر (انظر قرار الجمعية العامة 48/263، المرفق)، وينص المرفق على تحديد مدة خطط العمل الخاصة بالاستكشاف.

Although it does provide that an application for an extension shall be submitted not later than six months before the expiration of a contract, and shall be approved by the Council on the recommendation of the Commission, it does not specify any minimum period of notice for consideration by the Commission, for example, 30 days, as in the case of applications for approval of plans of work for exploration.

It is anticipated that with the adoption by the Council of the draft regulations on prospecting and exploration for polymetallic nodules during 2000, the Secretary-General will soon be in a position to issue contracts for exploration to each of the seven registered pioneer investors whose requests for approval of plans of work for exploration were considered approved in August 1997.
