"
وذكر أن هناك نهجا أفضل من النهج الحالي هو اعادة صياغة مشروع الفقرة على النحو التالي: " يُفترض أن وقت تلقي الخطاب الإلكتروني هو الوقت الذي يصبح فيه ذلك الخطاب قابلا للاستخراج من جانب المرسل إليه في العنوان الإلكتروني الذي عيّنه المرسل إليه، الا اذا كان لا يعقل أن يتسنى تحقيق قابلية الاسترجاع نظرا للتدابير الأمنية.
