Several delegations commented on the fact that - in spite of savings on the administrative and programme support services (APSS) budget of $17.5 million for the biennium 1992-1993 - the proportion of the APSS budget appeared too high, be it calculated as a percentage of income or as percentage of programme expenditures.

306. Compared to last year's financial medium-term plan, UNICEF is reducing planned general resources expenditures for programmes and the administrative and programme support budget.

21. The Committee is of the opinion that the activities carried by the staff are of a continuing administrative and programme support nature rather than project activities of limited duration.
١٢ - ومن رأي اللجنة أن اﻷنشطة التي يضطلع بها الموظفون لها طابع الدعم الاداري والبرنامجي المستمر وليست أنشطة خاصة بالمشاريع محدودة المدة .

However, in the light of the lower vacancies at headquarters and the large number of administrative and programme support staff charged to headquarters projects, the Committee sees little justification for the proposed increase of $150,000 in the provision for temporary assistance mentioned in paragraph 39.
لكن بالنظر الى تدني عدد الوظائف الشاغرة في المقر وكثرة موظفي الدعم الاداري والبرنامجي المقيدين على مشاريع المقر ، فان اللجنة لا ترى مسوغات كافية للاقتراح القاضي بزيادة ٠٠٠ ٠٥١ دولار في المبالغ المرصودة للمساعدة المؤقتة ، المشار اليها في الفقرة ٩٣ .
