In order to contribute to this debate, the United Nations High Commissioner for Human Rights convened an expert meeting to address freedom of expression in the context of advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence.
وكمساهمة في هذه المناقشات، قررت مفوضة الأمم المتحدة السامية لحقوق الإنسان الدعوة إلى عقد اجتماع للخبراء لمعالجة مسألة حرية التعبير في سياق الدعوة إلى الكراهية الدينية التي تشكل تحريضاً على التمييز أو العداوة أو العنف.

Against this background, the United Nations High Commissioner for Human Rights decided to convene an expert meeting to address freedom of expression in the context of advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence within the framework of articles 19 and 20 of the International Covenant on Civil and Political Rights.
وإزاء هذه الخلفية، قررت مفوضة الأمم المتحدة السامية لحقوق الإنسان الدعوة إلى عقد اجتماع للخبراء لمعالجة مسألة حرية التعبير في سياق الدعوة إلى الكراهية الدينية التي تشكل تحريضاً على التمييز أو العداوة أو العنف في إطار المادتين 19 و20 من العهد الدولي الخاص بالحقوق المدنية والسياسية.

It was also stated that articles 19 and 20 of the Covenant constituted an important legislative framework to prevent advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence, and that it was essential that States fulfilled their obligations in this regard.
وذكر أيضاً أن المادتين 19 و20 من العهد تمثلان إطاراً تشريعياً هاماً لمنع الدعوة إلى الكراهية الدينية التي تشكل تحريضاً على التمييز أو العداوة أو العنف وأنه من الضروري للدول أن تفي بالتزاماتها في هذا الخصوص.

She highlights the importance of initiatives in the fields of education, public awareness and interreligious dialogue, as well as State action against advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence.
وتسلط الضوء على أهمية المبادرات في مجالات التعليم وتوعية الجمهور والحوار فيما بين الأديان، وكذلك الإجراءات التي تتخذها الدولة لمكافحة الدعوة إلى الكراهية الدينية التي تشكل تحريضاً على التمييز أو العداء أو العنف.

(e) Speaking out against intolerance, including advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence;

Civil society activities which visibly and audibly reject advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence can have very practical effects in discouraging such advocacy, while at the same time showing solidarity and support for their targets.
ويمكن لأنشطة المجتمع المدني التي ترفض الدعوة إلى الكراهية الدينية التي تشكل تحريضاً على التمييز أو العداء أو العنف رفضاً واضحاً ومسموعاً أن تؤثر تأثيراً عملياً شديداً في تثبيط تلك الدعوة، وتبدي في الوقت ذاته تضامناً مع المستهدفين منها ودعماً لهم.

Some States noted the importance of speaking out against intolerance, including advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence, and indicated that their political and religious leadership, often at the very highest level, had done and continued to do so.
103- وأشارت بعض الدول إلى أهمية المجاهرة بمناهضة التعصب بما في ذلك الدعوة إلى الكراهية الدينية التي تشكل تحريضاً على التمييز أو العداوة أو العنف وأشارت كذلك إلى أن قياداتها السياسية والدينية، على أعلى المستويات في أغلب الأحيان، قد فعلوا ذلك وما زالوا يفعلونه.

In order to contribute further to the ongoing debate on the demarcation line between freedom of expression and hate speech, especially in relation to religious issues, OHCHR convened an expert meeting to address the issued of freedom of expression in the context of advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence.
