All of the claimants in the twenty-fourth instalment operated in Kuwait prior to Iraq's invasion and occupation of Kuwait.

This report contains the recommendations to the Governing Council by the Panel, pursuant to article 38(e) of the Rules, concerning the twelve claims that comprise the twenty-fourth instalment.
