A few delegations were of the view that the offender had to be subject to the jurisdiction of the State where the crime was committed and that extradition should not be provided for.
١٠٠ - وكان من رأي عدد قليل من الوفود أنه لا بد من اخضاع الجاني لولاية الدولة التي ارتكبت فيها الجريمة وأنه ينبغي عدم النص على تسليم الجاني.

The citizens of the Republic of Armenia, as well as stateless persons permanently residing in the Republic of Armenia, who committed crime outside the territory of the Republic of Armenia, are subject to criminal liability under the Criminal Code of the Republic of Armenia, if the act committed by them is recognized as a crime in the law of the State where the crime was committed, and if they were not convicted in another state.
1 - مواطنو جمهورية أرمينيا، فضلا عن الأشخاص عديمي الجنسية الذين يقيمون إقامة دائمة في جمهورية أرمينيا، الذين يرتكبون جريمة خارج حدود إقليم جمهورية أرمينيا، يخضعون للمساءلة الجنائية بموجب القانون الجنائي لجمهورية أرمينيا، إذا ما كان قانون الدولة التي ارتكبت فيها الجريمة يُجرّم الفعل الذي ارتكبوه، وما لم تتم إدانتهم في دولة أخرى.

2. The citizens of the Republic of Armenia, as well as stateless persons permanently residing in the Republic of Armenia, who committed crime outside the territory of the Republic of Armenia, are subject to criminal liability under Articles 384, 386-391, 393-397 of this Criminal Code, regardless whether the act is considered or not considered a crime in the State where the crime was committed.
2 - مواطنو جمهورية أرمينيا، فضلا عن الأشخاص عديمي الجنسية الذين يقيمون إقامة دائمة في جمهورية أرمينيا، الذين يرتكبون جريمة خارج حدود إقليم جمهورية أرمينيا، يخضعون للمساءلة الجنائية بموجب المواد 384، و386-391، و393-397 من هذا القانون الجنائي، بغض النظر عما إذا كان الفعل الذي ارتكبوه يعتبر، أو لا يعتبر، جريمة في الدولة التي ارتكبت فيها الجريمة.

A suggestion was made to delete the term " extradition " , based on the notion that an alleged offender should only be tried in the State where the crime had been committed.
وقدم اقتراح بشطب كلمة " التسليم " ، على اعتبار أن المدعى أنه الجانـــي لا ينبغي أن يحاكم إلا في الدولة التي ارتكبت فيها الجريمة.

Article 56 of the act authorizes the initiation of public proceedings for terrorist crimes independent of the criminality of the acts under prosecution under the law of the State in which the crime was committed.
كما خول الفصل 56 من نفس القانون تحريك الدعوى العمومية في الجرائم الإرهابية بصرف النظر عن تجريم الأفعال موضوع الملاحقة بمقتضى قانون الدولة التي ارتكبت فيها الجريمة.
