In the event that the author's reference to article 14 is an error and the Committee wishes to consider his allegations under article 13, the State party submits that the allegations are inadmissible on grounds of incompatibility.

If the Committee is of the view that article 14 does apply in this instance, the State party maintains that the citizenship revocation proceedings meet all the requirements of article 14, paragraph 1, since the author has been granted fair hearings before independent and impartial tribunals.

4.4 With reference to article 22 of the Constitution, the State party maintains that all citizens are equal before the law and entitled to protection by the State.

The Committee further notes that, although the State party contends that all interrogations and investigation acts, as well as all court sessions, were carried out in the presence of lawyers, it does not deny that, at the early stages of Mr. Kasimov's detention, he could not communicate with lawyers of his own choosing.
