Ms. Ceneno Rodriguez (American Association of Jurists) said that General Assembly resolution 1514 (XV) provided the legal basis for the process of achieving self-determination and independence, whereas resolution 1541 (XV) merely contained guidelines intended to absolve the administering Power from its responsibility to transmit information on a Non-Self-Governing Territory.
