In 1998, UNEP convened the first session of the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants.
وفي عام ٨٩٩١، عقد برنامج اﻷمم المتحدة للبيئة أول دورة للجنة التفاوض الحكومية الدولية المعنية بوضع صك ملزم قانونا لتنفيذ إجراءات دولية بشأن بعض الملوﱢثات العضوية الثابتة.

The draft has been prepared on the basis of the rules of procedure for the Intergovernmental Negotiating Committee on an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants, which is the most recent example of rules of procedure for similar intergovernmental negotiations in the field of chemicals.
وقد أُعِدَّ هذا المشروع استناداً إلى النظام الداخلي للجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانوناً لتطبيق التدابير الدولية على ملوثات عضوية ثابتة معينة، وهو أحدث مثال لنظام داخلي خاص بمفاوضات حكومية دولية مشابهة في مجال المواد الكيميائية.

The analysis was to be carried out in consultation with the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants.

٢ - يدعو لجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانونا لتطبيق التدابير الدوليــة علـــى ملوثــــات عضوية ثابتة معينة، إلى مواصلة عملها بغية إبرام الصك الملزم قانونا بحلول عام ٢٠٠٠؛

250. UNEP convened, in June/July 1998 and January 1999 respectively, two sessions of the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants (INC/POPs).

The seventh session of the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for the Application of the Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (Rotterdam Convention) (Geneva, 30 October to 3 November 2000);
(ل) الدورة السابعة للجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانوناً لتطبيق الإجراء الدولي على مواد كيميائية معينة ومبيدات آفات خطرة متداولة في التجارة الدولية (اتفاقية روتردام) (جنيف، 30 تشرين الأول/أكتوبر إلى 3 تشرين الثاني/نوفمبر 2000)؛

The Convention resulted from the work of the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for the Application of the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (INC/PIC), convened by UNEP, together with FAO, in accordance with chapter 19 of Agenda 21 and Governing Council decisions 18/12 of 26 May 1995 and 19/13A of 7 February 1997.
وانبثقت الاتفاقية عن أعمال لجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانونا لتطبيق إجراء الموافقة المسبقة عن علم على مواد كيماوية ومبيدات آفات خطرة معينة متداولة في التجارة الدولية، التي عقدها برنامج اﻷمم المتحدة للبيئة ومنظمة اﻷغذية والزراعة، وفقا للفصل ١٩ من برنامج عمل القرن ٢١ ولمقرري مجلس اﻹدارة ١٨/١٢، المؤرخ ٢٦ أيار/ مايو ١٩٩٥، و ١٩/١٣ ألف، المؤرخ ٧ شباط/ فبراير ١٩٩٧.

13. In the area of POPs, UNIDO participated in the fifth session of the Intergovernmental Negotiating Committee for an International Legal Binding Instrument for Implementing International Action on Certain POPs, and in the International POPs Elimination Network NGO Preparatory Workshops, both held at Johannesburg, South Africa in December 2000.
13- وفي مجال الملوثات الصناعية الثابتة، شاركت اليونيدو في الدورة الخامسة للجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانونا لتطبيق التدابير الدولية على ملوثات عضوية ثابتة معينة، وفي حلقات العمل التحضيرية الخاصة بالمنظمات غير الحكومية التي عقدتها الشبكة الدولية للقضاء على الملوثات العضوية الدائمة.

(b) A report on the existing non-compliance regimes under multilateral environmental agreements, taking into account a study on the subject prepared for the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for the Application of the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, in connection with the Rotterdam Convention.
(ب) تقريراً عن نظم عدم الامتثال الموجودة في إطار الاتفاقات البيئية متعددة الأطراف، مع الأخذ في الاعتبار دراسة عن الموضوع أُعدت للجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانوناً لتطبيق إجراء الموافقة المسبقة عن علم على مواد كيميائية ومبيدات آفات معينة خطرة متداولة في التجارة الدولية، بخصوص اتفاقية روتردام.

UNIDO's visibility was enhanced by participation in conventions and other events dealing with very specific issues such as international waters (First GEF Biennial International Waters Conference) and persistent organic pollutants (fourth and fifth sessions of the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants).
وازدادت صورة اليونيدو وضوحا بفضل مشاركتها في مؤتمرات ومناسبات تعالج مسائل في غاية التخصص كالمياه الدولية (المؤتمر الاثناسنوي الأول لمرفق البيئة العالمية بشأن المياه الدولية) والملوثات العضوية الثابتة (الدورتان الرابعة والخامسة للجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانونا لتطبيق التدابير الدولية على ملوثات عضوية ثابتة معينة).

The responsiveness of the principal entity to the resolutions adopted by the Conference of Plenipotentiaries and the decisions of the Intergovernmental Negotiating Committee on an International Legally Binding Instrument on Persistent Organic Pollutants and, to the extent possible, guidance from the Conference of the Parties adopted at its first meeting;
(أ) استجابة الكيان الرئيسي للقرارات المعتمدة من مؤتمر المفوضين ومقررات لجنة التفاوض الحكومية الدولية المعنية بوضع صك دولي ملزم قانوناً لتنفيذ الإجراءات الدولية بشأن ملوثات عضوية ثابتة، وإلى المدى الممكن، للتوجيهات الصادرة عن المؤتمر الأول للأطراف والمعتمدة في اجتماعه الأول؛
