وإذ هي مقتنعة اقتناعا راسخا بما للبشرية من مصلحة مشتركة في تعزيز وتوسيع نطاق استكشاف الفضاء الخارجي واستخدامه في الأغراض السلمية، بوصفه مجالا مفتوحا للبشرية جمعاء، وفي استمرار الجهود لجعل الفوائد المستمدة من ذلك تشمل جميع الدول، وأيضا، بما للتعاون الدولي من أهمية أيضا في هذا الميدان وهو ما ينبغي أن تظل الأمم المتحدة مركز تنسيق له،

Recalling also the recognition of the importance of international cooperation for improving the living conditions of persons with disabilities in every country, particularly in developing countries, and highlighting the fact that the majority of persons with disabilities live in conditions of poverty and, in this regard, recognizing the critical need to address the negative impact of poverty on persons with disabilities,
وإذ يشير أيضاً إلى الاعتراف بما للتعاون الدولي من أهمية في تحسين ظروف عيش الأشخاص ذوي الإعاقة في كل بلد، ولا سيما في البلدان النامية، وإذ يشدد على أن أغلبية الأشخاص ذوي الإعاقة يعيشون في ظروف يسودها الفقر، وإذ يعترف، في هذا الصدد، بالحاجة الماسة إلى معالجة الآثار السلبية التي يخلفها الفقر لدى الأشخاص ذوي الإعاقة،

By the operative part of the draft resolution, the Assembly would, inter alia, express its appreciation to the International Law Commission for the work accomplished at its forty-ninth session, and would draw the attention of Governments to the importance, for the International Law Commission, of having their views on all the specific issues identified in chapter III of its report.
وتعرب الجمعية في منطوق مشروع القرار، في جملة أمور، عن تقديرها للجنة القانون الدولي على العمل الذي أنجزته في دورتها التاسعة واﻷربعين، وتسترعي انتباه الحكومات لما توليه لجنة القانون الدولي من أهمية لاستطلاع آراء الحكومات بشأن جميع المسائل المحددة الواردة في الفصل الثالث من تقريرها.

3. Draws the attention of Governments to the importance for the International Law Commission of having their views on the following, which were adopted by the Commission at its fifty-sixth session:
3 - توجه أنظار الحكومات إلى ما توليه لجنة القانون الدولي من أهمية لاستطلاع آرائها بشأن المواضيع التالية التي اعتمدتها اللجنة في دورتها السادسة والخمسين:

The Assembly would draw the attention of Governments to the importance for the International Law Commission of having their views on the draft articles and commentary on diplomatic protection and on the draft principles on allocation of loss in the case of transboundary harm arising out of hazardous activities, both of which were adopted at the fifty-sixth session of the Commission in 2004.
وتوجه الجمعية أنظار الحكومات إلى ما توليه لجنة القانون الدولي من أهمية لاستطلاع آرائها بشأن مشروع المواد والشرح المتعلق بالحماية الدبلوماسية ومشروع المبادئ المتعلقة بتوزيع الخسائر في حالة الضرر العابر للحدود الناجم عن أنشطة خطرة، اللذين اعتُمدا كليهما في الدورة السادسة والخمسين للجنة في عام 2004.
