As had been highlighted recently at the second Conference of States parties and signatories of Treaties that Establish Nuclear-Weapon-Free Zones, such zones now covered the entire southern hemisphere, and parts of the northern hemisphere, including territory in which nuclear weapons had previously been based.

To this end, the States parties and signatory to the Treaty urge the nuclear-weapon States to show firm resolve and maximum flexibility and to work together with them in a spirit of amity and cooperation with a view to finding solutions to the remaining issues in the shortest possible time.
ووصولا الى هذه الغاية، تحث الدول الأطراف والموقعة على المعاهدة الدول الحائزة لأسلحة نووية على أن تبدي عزما ثابتا ومرونة قصوى وأن تعمل معها بروح من الود والتعاون بغية ايجاد حلول للمسائل المتبقية في أقرب وقت ممكن.
