67 - ويهيب المؤتمر بالدول الأربع التي لم تصبح بعد طرفا في المعاهدة، وهي إسرائيل وباكستان والهند وكوبا، ولا سيما الدول الثلاث التي تقوم بتشغيل مرافق نووية غير مشمولة بالضمانات، أن تصبح طرفا في المعاهدة دون إبطاء ودون شروط، وأن تبرم دون إبطاء اتفاقات الضمانات الشاملة مع الوكالة الدولية للطاقة الذرية والبروتوكولات الإضافية التي تتواءم مع النموذج الوارد في الوثيقة INFCIRC/540 (المصوبة).
