On 11 April, the Government of Unity and National Reconciliation was inaugurated, during a solemn ceremony attended by Heads of State and Government and other dignitaries from various countries, including the Secretary-General of the Organization of African Unity (OAU) and the representatives of the three observer States.

The Council considers this letter as constituting the required formal acceptance by UNITA of the complete set of proposals on national reconciliation, which were submitted to it on 28 May 1994 by the Special Representative of the Secretary-General and the Representatives of the three observer States of the Angolan peace process.
ويعتبر المجلس أن هذه الرسالة تشكل القبول الرسمي المطلوب من جانب يونيتا للمجموعة الكاملة من المقترحات المتعلقة بالمصالحة الوطنية التي قدمها إليها في ٢٨ أيار/مايو ١٩٩٤ الممثل الخاص لﻷمين العام وممثلو الدول الثلاث المراقبة لعملية السلم اﻷنغولية.

However, following additional consultations conducted with the support of the representatives of the three observer States (Portugal, Russian Federation and United States of America), my Special Representative, Mr. Alioune Blondin Beye, was able to make a statement clarifying the situation and confirming the agreements reached earlier.

In a media interview on 2 March, General Gato indicated that UNITA had written to the Secretary-General to seek a change in the composition of the three observer States of the Lusaka peace process, arguing that the neutrality of the three countries had been compromised by their national interests.

On 28 April, the representative of the United States, on behalf of the three observer States in the Angolan peace process (Portugal, the Russian Federation, and the United States), introduced a draft resolution on the extension of the mandate of the United Nations Observer Mission in Angola until 30 June 1998.

The Ministers for Foreign Affairs of the three observer States to the Angolan peace process - Portugal, the Russian Federation and the United States of America (the Troika) - met on 24 September 1998 at United Nations Headquarters to discuss the critical situation in Angola.
إن وزراء خارجية الدول الثلاث المراقبة لعملية السلام اﻷنغولية - الاتحاد الروسي والبرتغال والولايات المتحدة اﻷمريكية ) " الترويكا " ( - قد اجتمعوا في ٢٤ أيلول/سبتمبر ١٩٩٨ في مقر اﻷمم المتحدة لمناقشة الوضع الحرج في أنغولا.

The Council believed that a just and comprehensive peace agreement was within reach, and strongly urged the Union for the Total Independence of Angola (UNITA) to demonstrate its commitment to peace and accept the complete set of proposals put forward by my Special Representative, Mr. Alioune Blondin Beye, and the representatives of the three observer States (United States, Portugal and Russian Federation).
