With regard to draft guidelines 3.6, 3.6.1 and 3.6.2 on the permissibility of reactions to interpretative declarations, it was suggested that such reactions should not be subject to any conditions for permissibility, since States should retain their freedom to express their views on interpretative declarations formulated by other contracting States or contracting organizations.
