Most delegations supported the idea that in awarding peacekeeping procurement contracts, all other factors being equal, preference should be given to Member States that have fulfilled their financial obligations to the Organization, have been unable to pay assessed contributions owing to conditions beyond their control in terms of Article 19 of the Charter, or were net creditors to the Organization.

Decides further that the full amount of the accumulated interest income of 4,971,000 dollars shall be credited only to Member States that have fulfilled their financial obligations to the Operation in full as at 15 May 1998 in proportion to their effective rates of assessment for the financing of peacekeeping operations;]

In that connection, the Committee had recognized the efforts of Member States that had fulfilled their multi-year payment plans.

In accordance with Assembly resolution 60/274, it is proposed that two thirds of the available cash balance as at 30 June 2006, in the amount of $3.7 million, be returned to the Government of Kuwait and the remaining balance in the amount of $1.8 million be returned to the Member States that had fulfilled their financial obligations to the Observation Mission with their respective share of the balance.

13. 61. It was neither fair nor sustainable that Member States that had fulfilled all their financial obligations in respect of closed missions should provide liquidity for active missions because other Member States were withholding their payments to some closed missions.
61 - واستطرد قائلا إنه ليس من الإنصاف، ولا من المقبول أيضا أن تقوم الدول الأعضاء التي أوفت بجميع التزاماتها المالية إزاء البعثات المغلقة، بتوفير السيولة للبعثات العاملة لأن دولا أعضاء أخرى تحجب مدفوعاتها إلى بعض البعثات المغلقة.

However, it recognized the need to achieve a balance between the interests of Member States that had fulfilled their financial obligations on time and to which surplus payments might be owed, and those of Governments providing troops, formed police units, logistical support and other resources, which should be reimbursed in a timely manner for their services to the Organization.

Mr. BLUKIS (Latvia), introducing draft decisions A/C.5/51/L.14 and L.15, said that they envisaged a combined reimbursement of $12 million to Member States, to be offset against future apportionments in the case of Member States which had fulfilled their financial obligations to the Mission, and against their share of the unencumbered balance in the case of Member States which had not fulfilled their obligations.
٥٠ - السيد بلوكيس )لاتفيا(: قام بعرض مشروعي المقررين A/C.5/51/L.14 و L.15، فقال إنهما يتوخيان رد ما مجموعه ١٢ مليون دولار الى الدول اﻷعضاء، مقابل الحصص التي تقرر مستقبلا في حالة الدول اﻷعضاء التي أوفت بالتزاماتها المالية تجاه البعثة، ومقابل الحصص في الرصيد غير المرتبط به في حالة الدول اﻷعضاء التي لم توف بالتزاماتها تلك.

While there had been signs of progress in the financial position of the Organization in 2008, a negative trend had emerged in 2009 in the number of Member States meeting their financial obligations to the Organization in full.
وبينما توجد دلائل على أن الوضع المالي للمنظمة أحرز تقدما في عام 2008، فقد برز في عام 2009 اتجاه سلبي، تمثل في انخفاض عدد الدول الأعضاء التي أوفت بكامل التزاماتها إزاء الأمم المتحدة.
