وإذ تضع في اعتبارها ما على الدول اﻷعضاء الدائمة في مجلس اﻷمن من مسؤوليات خاصة في تمويل العمليات التي من هذا القبيل على النحو المبين في قرار الجمعية العامة ٨٧٤ )دإ - ٤( المؤرخ ٢٧ حزيران/يونيه ١٩٩٣،

A special responsibility in that regard devolved upon the permanent members of the Security Council, who enjoyed that privileged position because of their greater ability to preserve international peace.
وختم بيانه قائلا إنه توجد في هذا الصدد، مسؤولية خاصة تترتب على الدول اﻷعضاء الدائمة في مجلس اﻷمن التي تتمتع بمركز ممتاز ﻷنها في وضع أفضل يمكنها من الحفاظ على السلم الدولي.
