تشجع أيضا جميع الدول على أن تنظر في اغتنام الفرصة كي تصدر وقفا اختياريا لتنفيذ أحكام اﻹعدام التي لم تنفذ بعد وذلك بغية كفالة أن يتأكد في جميع أنحاء العالم في غضون عام ٢٠٠٠ مبـــدأ ألا تقوم أي دولة بإزهاق روح أي إنسان.

16- ونشجع الدول على أن تنظر في إنشاء محفل دائم داخل الأمم المتحدة، يُعنى بالمنحدرين من أصل أفريقي، على غرار المحفل الدائم القائم حالياً والمعني بالشعوب الأصلية؛

Finally, the group encouraged States to consider entering into agreements or arrangements on liability and compensation for any loss, damage or injury arising from actions taken pursuant to article 17.
