While improved relations between the Democratic Republic of the Congo and neighbouring Great Lakes countries continued to deepen, relations between the Democratic Republic of the Congo and Angola experienced some strain, owing to a maritime border dispute and mutual expulsions of each other's nationals.

I also encourage the Governments of the Democratic Republic of the Congo and Angola to make progress on investigations regarding allegations of sexual violence in connection with the continued expulsions of large numbers of Congolese nationals from Angola and to take practical steps to prevent such crimes, with the support of my Special Representative on Sexual Violence in Conflict.

The peace processes in the Democratic Republic of the Congo and Angola are further proof of the results and benefits of the reforms. While acknowledging those modest achievements, we must not forget the painful lessons of Rwanda in 1994, when the United Nations developed cold feet and allowed mindless acts of the most grotesque form of genocide to go unchallenged.
