My delegation would like to recall that the duty to assist persons in distress at sea is a fundamental obligation under international law, regardless of the nationality or status of the individuals or the circumstances in which they are found.

1. The Victims and Witnesses Unit shall service the Court and the Defence in all matters related to the protection afforded to all witnesses, victims who appear before the Court, and others who are at risk on account of testimony given by such witnesses, in accordance with their particular needs and circumstances.

`٥` صياغة خطط طويلة وقصيرة اﻷجل لحماية الشهود، والمجني عليهم الذين يمثلون أمام المحكمة، واﻷشخاص اﻵخرين الذين يتعرضون للخطر بسبب الشهادات التي يدلي بها هؤلاء الشهود، وذلك حسب الحاجة؛ ويجوز، في القضايا المتعلقة بضحايا العنف الجنسي، اتخاذ تدابير يراعى فيها نوع الجنس لتيسير المشاركة واﻹدلاء بالشهادة في جميع مراحل إجراءات المحكمة؛

Apart from the human tragedy involved, which can affect any region in the world, the growing number of persons found in distress at sea raises a wide range of political and legal questions pertaining, inter alia, to the Convention on the Law of the Sea and the 1974 International Convention for the Safety of Life at Sea.

18. Malta continued to fully respect its international legal obligations regarding the rescue of persons in distress at sea, regardless of the provenance and legal status of the persons requiring rescue.
