152. While noting the alternative care that exists for children deprived of family environment such as kafalah and various forms of residential care, the Committee is concerned at the lack of information about the informal forms of alternative care for children without parental care.

(c) At the absence of a comprehensive programme to regulate and monitor institutions providing alternative care for children in the State party;

855. The Committee notes the various programmes and mechanisms providing alternative care for children in the country, including the foster care system, welfare homes and other institutions, which are administered by various Government ministries and agencies.

The Regional Office has identified common ground between the Convention on the Rights of Persons with Disabilities and the Convention on the Rights of the Child - namely the issue of independent living for persons with disabilities (article 19 of the Convention on the Rights of Persons with Disabilities) and the issue of Alternative Care of Children.

The call to action is framed by the Convention on the Rights of the Child and the Guidelines for the Alternative Care of Children.b It recognizes that placement in residential care has a detrimental impact on the health, physical and cognitive development and emotional security of very young people; and recommends five core interventions:

It requires States to make every effort to ensure that when a family cannot care for a child, the alternative placement is either with the wider family or in a family setting in the community (art. 23), as further elaborated in the Guidelines on the Alternative Care of Children (General Assembly resolution 64/142, annex).
وتطلب من الدول، في حالة عدم قدرة أسرة على رعاية طفل ذي إعاقة، أن تبذل قصارى جهودها لتوفير رعاية بديلة له داخل أسرته الكبرى، وإن لم يتيسر ذلك فداخل المجتمع المحلي وفي جو أسري (المادة 23)، وبمزيد من التفصيل في المبادئ التوجيهية بشأن الرعاية البديلة للأطفال (قرار الجمعية العامة 64/142، المرفق).

The Committee recommends that the State party increase and promote the use of alternatives to institutionalization, such as communitybased programmes to assist parents and foster care.
وتوصي اللجنة بأن تقوم الدولة الطرف بزيادة وتشجيع استخدام الحلول البديلة لإيداع الأطفال في المؤسسات، مثل البرامج المحلية لمساعدة الوالدين، وتوفير الرعاية البديلة للأطفال.

1339. The Committee is concerned about the absence of national standards and statistics on foster care and adoption. The Committee is concerned that, with the current informal system of foster care, there is no established mechanism to review, monitor and follow up placement of children.
1339- تشعر اللجنة بالقلق إزاء عدم وجود معايير وإحصاءات وطنية بشأن الرعاية البديلة والتبني، وإزاء افتقار نظام الرعاية البديلة غير الرسمي الحالي إلى آلية لاستعراض تأمين الرعاية البديلة للأطفال ورصدها ومتابعتها.

Egypt commended the accession to CRPD, improvements to alternative child care and human rights education and training activities.
64- وأثنت مصر على سلوفاكيا لانضمامها إلى اتفاقية حقوق الأشخاص ذوي الإعاقة، والتحسينات المدخلة على الرعاية البديلة للأطفال وأنشطة التثقيف والتدريب في مجال حقوق الإنسان.

The Committee, while noting the efforts to develop standards for institutional care, is concerned at the lack of a comprehensive policy for providing alternative care to children.
وتلاحظ الجهود المبذولة لوضع معايير للرعاية المؤسسية وينتابها القلق مع ذلك إزاء عدم وجود سياسة شاملة لتوفير الرعاية البديلة للأطفال.

42. The Committee acknowledges the steps being taken to introduce alternative care services for children separated from their families, to put in place minimum care and quality standards for institutions and staff providing care for children, and to favour kinship care and foster care programmes.
