The panel would address the root causes of sexual violence in the five settings in which childhood was spent, namely home, schools, care and justice systems, workplaces and the community, and would additionally focus on sexual violence against children in conflict situations, emergencies and disasters.

49. Within OAS, strategic collaboration was pursued with the Inter-American Children's Institute and the Rapporteur on the Rights of the Child of the Inter-American Commission on Human Rights, with whom a joint report is being prepared on violence in care and justice institutions.

The report further stressed that, while some progress was evident in such areas as violence in educational settings, trafficking, commercial sexual exploitation and some forms of child labour, little evidence was provided with regard to progress in addressing violence in the home and family, violence related to new technologies, violence in care and justice institutions or violence perpetrated by State agents and gangs.

Noting also the guidance note of the Secretary-General on the United Nations approach to justice for children, of September 2008, and the report of the independent expert for the United Nations study on violence against children, in particular the recommendations contained therein concerning children in care and justice systems,

The visit to Maldives in June 2013 provided a strategic occasion to advocate for the swift completion of legislative reforms under way so as to bring national legislation in conformity with international child rights treaties, especially in the area of juvenile justice, and for the introduction of a comprehensive legal prohibition of violence as a form of sentencing, as well as violence within the home, and in care and justice institutions.

64. While some progress is evident in areas such as violence in educational settings, trafficking, commercial sexual exploitation and some forms of child labour, with a number of actions reported by member States and international organizations, little evidence was provided with regard to progress in addressing violence in the home and family, violence in care and justice institutions or violence perpetrated by State agents and gangs.
