Pursuant to the above-mentioned decision, the Secretariat transmitted a communication to the Parties seeking the submission of comments on appropriate criteria to be used to carry out a preliminary assessment on whether the ship recycling convention, as adopted, establishes an equivalent level of control and enforcement as that established under the Basel Convention.
6 - إعمالاً للمقرر الآنف الذكر، أرسلت الأمانة خطاباً تطلب فيه إلى الأطراف تقديم تعليقاتها بشأن معايير مناسبة تستعمل لإجراء تقييم مبدئي لما إذا كانت اتفاقية إعادة تدوير السفن، بصيغتها المعتمدة به، تنص على مستوى من الرقابة والإنفاذ مساوٍ لما تنص عليه اتفاقية بازل.

(b) On the basis of the table, to provide a preliminary assessment of whether the Hong Kong Convention establishes an equivalent level of control and enforcement as that established under the Basel Convention, in their entirety, and in doing so, to take into account:

The representative of the Secretariat drew attention to the note by the Secretariat on the environmentally sound dismantling of ships (UNEP/CHW.11/16), noting that parties were divided in their views as to whether the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships provided a level of control and enforcement equivalent to that provided under the Basel Convention.
