٠٣ - ينبغي اتخاذ اجراءات محددة ووضع أهداف محتم تحقيقها زمنيا ﻷجل التصدي الى المشكلة الخطيرة التي يواجهها الكثير من الدول اﻷعضاء نتيجة لاكتظاظ السجون ، من خلال التسليم بأن اﻷوضاع في السجون المكتظة قد تؤدي الى انتهاك حقوق الانسان لدى السجناء ، وبأن الكثير من الدول يفتقر الى الموارد اللازمة للاضطلاع ببرامج فعالة للتخفيف من اكتظاظ السجون .
