Hence, serious negotiations should start without further delay on an international legally binding instrument to provide non—nuclear—weapon States parties to the NPT with comprehensive and unconditional assurances in the ad hoc committee which we have agreed to establish for this purpose under the chairmanship of Ambassador de Icaza, the Permanent Representative of Mexico.
لذلك يجب أن تبدأ المفاوضات الجادة وبدون تأجيل حول وثيقة دولية ملزمة قانوناً لتوفير ضمانات أمن شاملة وغير مشروطة للدول غير النووية اﻷطراف في معاهدة منع الانتشار النووي في إطار اللجنة التي اتفقنا على انشائها لهذا الغرض برئاسة السفير دي إيكازا المندوب الدائم للمكسيك.

I would also like to express my delegation’s appreciation for the commendable and skilful way in which Ambassador de Icaza has handled the difficult work of the Ad Hoc Committee on negative security assurances and the anticipated performance of Ambassador Mark Moher in the brief period that he served as the Chairman of the Ad Hoc Committee established under item 1.

In accordance with past practice, it is my intention to put the two reports that were introduced by Ambassador de Icaza and Ambassador Moher, as contained in documents CD/1554 and CD/1555 respectively, for adoption by the Conference at the next plenary meeting on Tuesday, 8 September 1998.
